I. INTRODUCTION<br />
In 2001, <strong>the</strong> <strong>Government</strong> of Cambodia adopted <strong>the</strong> e-<strong>Government</strong><br />
Project, which created <strong>the</strong> <strong>Government</strong> Administration In<strong>for</strong>mation System<br />
(GAIS) and brought governmental institutions into an online network.<br />
Currently, 27 ministries and governmental institutions are connected with<br />
<strong>the</strong> e-government network, and <strong>the</strong> electronic approval system (EAS) will<br />
be introduced. The network is equipped with modern hardware and software<br />
in order to upgrade <strong>the</strong> government processes, increase productivity,<br />
and improve quality of public services. Approximately 76 communes and<br />
seven districts of <strong>the</strong> Phnom Penh Municipality are connected via <strong>the</strong><br />
Internet. These local authorities will deploy <strong>the</strong> resident, vehicle, and real<br />
estate in<strong>for</strong>mation systems to per<strong>for</strong>m <strong>the</strong>ir daily tasks more efficiently and<br />
effectively. However, this project is in a trial stage, and has been implemented<br />
only in Phnom Penh City. The government is planning to expand<br />
<strong>the</strong> project as well as applications.<br />
II. ISSUES<br />
The <strong>Government</strong> of Cambodia recognizes <strong>the</strong> use of in<strong>for</strong>mation and<br />
communication technology as a tool to streng<strong>the</strong>n <strong>the</strong> local government and<br />
provide better services to citizens. Currently, GAIS is implemented in<br />
Phnom Penh. However, o<strong>the</strong>r cities and provinces do not have such a<br />
network and system. In <strong>the</strong> medium term, <strong>the</strong> government will consider<br />
expanding this project into <strong>the</strong> city of Sihanukvile. Sihanuknile, <strong>the</strong> second<br />
largest city after Phnom Penh, is a major tourist attraction with high<br />
revenue generating potential. The government is planning to streng<strong>the</strong>n <strong>the</strong><br />
back office and <strong>the</strong> front office services by developing ICT.<br />
III. PROPOSED PROJECT<br />
A. Objectives and scope<br />
The proposed project, <strong>the</strong> <strong>Government</strong> Administration In<strong>for</strong>mation<br />
System (GAIS), intends to provide an initial network <strong>for</strong> interconnection of<br />
all departments or institutions in <strong>the</strong> city of Sihanukvile. The project is<br />
expected to improve provision of services to <strong>the</strong> public. As part of this<br />
project, portals <strong>for</strong> each city and each province will be created. The project<br />
would also provide ICT training centres <strong>for</strong> government officials. The goal<br />
