I. INTRODUCTION<br />

Sikkim is a relatively small state in comparison to <strong>the</strong> large and<br />

highly populated areas in India<br />

II. ISSUES<br />

• Use of ICT in <strong>the</strong> country is imbalanced<br />

• SIKKIM had undertaken sporadic ef<strong>for</strong>ts to expand ICT, but not<br />

sustainable<br />

• Only access to in<strong>for</strong>mation and links<br />

• No online transactions<br />

• Web sites are not updated regularly<br />

III. PROPOSED PROJECT<br />

A. Objective and scope<br />

India<br />

Objectives:<br />

• Provide direct and effective ICT based service delivery to <strong>the</strong><br />

citizens<br />

• Provide services to 470 habitations, 4 districts<br />

• Cover all functions and service between government and<br />

citizen<br />

• Demystify government functioning, reduce delays and<br />

corruption<br />

The project will include <strong>the</strong> following activities: creation of physical<br />

infrastructure, provision of hardware and connectivity, development of<br />

citizen friendly software, and capacity building. The impact of <strong>the</strong> project<br />

will be an efficient, transparent, and cost effective delivery of government<br />

services to <strong>the</strong> people.<br />

The expected outcomes are:<br />

• Use of ICT in all facets of interaction between citizens and<br />

local government<br />
