III. PROPOSED PROJECT<br />

A. Objectives and scopes<br />

The objective of this project is to enable government officials at<br />

three agencies namely CPI, MoF, PMO and 18 provincial administrative<br />

offices to have a basic standardized MIS in hard <strong>for</strong>mat as well as in<br />

electronic <strong>for</strong>mat. The purposes of <strong>the</strong> management in<strong>for</strong>mation system is<br />

to enhance working process, reduce time consumption, improve coordination<br />

among agencies through online sharing of in<strong>for</strong>mation, and provide<br />

better government services to <strong>the</strong> public.<br />

In <strong>the</strong> first phase of implementation, an MIS will be set up in <strong>the</strong><br />

three governmental offices of CPI, MoF, and PMO, and <strong>the</strong> 18 provincial<br />

branches. In <strong>the</strong> second phase, <strong>the</strong> project will establish a WAN in CPI and<br />

PMO. The WAN will be set up in each administrative province as well.<br />

The WAN will be linked through intranet based on <strong>the</strong> existing telecommunication<br />

network that will connect <strong>the</strong> three government agencies to <strong>the</strong><br />

provinces. In <strong>the</strong> last phase, <strong>the</strong> ICT system will connect <strong>the</strong> government to<br />

<strong>the</strong> citizens, and a CPI e-government portal will be launched.<br />

B. Cost estimates and financing plan<br />

The total cost of <strong>the</strong> project is estimated at US$ 20 million, of<br />

which 18.4 million (92 per cent) will be financed by donor agencies, and<br />

1.6 million (8 per cent) will come from <strong>the</strong> counterpart fund of <strong>the</strong><br />

government.<br />
