I. INTRODUCTION<br />

The Ministry of Science and In<strong>for</strong>mation & Communication Technology<br />

(MOSICT) of <strong>the</strong> <strong>Government</strong> of Bangladesh is responsible <strong>for</strong> promoting<br />

science and technology <strong>for</strong> <strong>the</strong> good of society. The ultimate goal is<br />

to alleviate poverty by spreading science and ICT to remote areas of <strong>the</strong><br />

country. The national ICT policy was passed in 2002 in order to build a<br />

knowledge-based society by <strong>the</strong> year 2006, and to achieve <strong>the</strong> Millennium<br />

<strong>Development</strong> Goals (MDGs). The Ministry has been striving to establish<br />

technological linkages with <strong>the</strong> attached departments, such as Bangladesh<br />

Computer Council (BCC), Bangladesh Council of Scientific and Industrial<br />

Research (BCSIR), Bangladesh Atomic Energy Commission (BAEC),<br />

Bangladesh National Scientific and Technical Documentation Centre<br />

(BANSDOC), and <strong>the</strong> National Museum of Science and Technology<br />

(NMST). It is envisaged that an established electronic linkage among <strong>the</strong><br />

departments, and between <strong>the</strong> Ministry and <strong>the</strong> departments would enhance<br />

<strong>the</strong> speed of communication and <strong>the</strong> decision making process; make <strong>the</strong><br />

whole process of governance more transparent and accountable; help improve<br />

efficiency; reduce wastage of resources; enhance planning; raise <strong>the</strong><br />

quality of services; and contribute to <strong>the</strong> establishment of e-government in<br />

Bangladesh.<br />

II. ISSUES<br />

After reorganization and renaming of <strong>the</strong> Ministry of Science and<br />

ICT (from <strong>the</strong> previous Ministry of Science and Technology) in <strong>the</strong> year<br />

2002, <strong>the</strong>re has been a major revision in <strong>the</strong> Rules of Business of <strong>the</strong><br />

Ministry. Attention has been paid to <strong>for</strong>mulation of National ICT Policy<br />

and enactment of an ICT Act. Along with <strong>the</strong>se steps, <strong>the</strong> Ministry has<br />

been trying to integrate ef<strong>for</strong>ts of <strong>the</strong> departments through establishment of<br />

e-government within this Ministry. The TECHLINK is an e-government<br />

solution with <strong>the</strong> objective of ensuring efficiency and transparency in<br />

governmental work.<br />

An established automated system has yet to be created in any of <strong>the</strong><br />

departments. All departments, within <strong>the</strong> computer system, have been able<br />

to develop a computerized database on <strong>the</strong>ir own organization and activities,<br />

but without a provision <strong>for</strong> integration into a grid. All stakeholders<br />

cannot access pertinent in<strong>for</strong>mation, and <strong>the</strong> decision-making process is
