Mr. Braim outlined <strong>the</strong> steps of an e-government strategy or<br />

roadmap, which were:<br />

• Statement of direction – vision and goal of e-government<br />

• Become customer centric<br />

• Cope with change especially people change, educate people to<br />

be paperless and understand e-government<br />

• Work across silos, break down traditional, hierarchical structures<br />

• Collaborate across all departments ministries <strong>for</strong> success<br />

• Develop per<strong>for</strong>mance measures<br />

Mr. Braim examined <strong>the</strong> following trends driving e-government<br />

development:<br />

1. Socio-demographic trends<br />

• Population growth of 600 million in low income countries<br />

• Existing government structures cannot service ano<strong>the</strong>r 600<br />

million (poor) people<br />
