III. PROPOSED PROJECT<br />

A. Objective and scope<br />

The first objective is to establish basic G2G services. This requires<br />

that all government offices be connected trough Intranet. The second<br />

objective is to enhance <strong>the</strong> capacity and to provide a range of state services<br />

through <strong>the</strong> internet to citizens and businesses. The third objective is to<br />

develop an e-democracy and to introduce an electronic system to facilitate<br />

dialogue between government and citizens. The fourth objective is to<br />

provide security.<br />

The <strong>Government</strong>al Intranet will include <strong>the</strong> following components:<br />

• GOV.UZ Portal, ensuring protected access to departmental<br />

systems<br />

• Certification and registration<br />

• Interface between GOV.UZ portal and departmental in<strong>for</strong>mation<br />

systems<br />

The core of <strong>the</strong> <strong>Government</strong>al Intranet will include a protected<br />

system <strong>for</strong> <strong>the</strong> flow and exchange of electronic documents. Human resources<br />

management, financing programmes can be included as well.<br />

The development of an external infrastructure that provides in<strong>for</strong>mation<br />

and services to citizens and businesses requires <strong>the</strong> following components:<br />

• Create a state in<strong>for</strong>mation system<br />

• Provide free access to state electronic services<br />

The following services will be provided to citizens online: tax<br />

filings, social security services, birth registration, marriage registration,<br />

personal documentation such as passports, property registration inquiry and<br />

delivery, notification of address change, in<strong>for</strong>mation on job opportunities,<br />

construction permits, health services, and education in<strong>for</strong>mation.<br />

The services provided to businesses through an e-government portal<br />

will include: business registration, permit <strong>for</strong> development from various<br />

departments (ecology, construction, use of natural resources), renewal of<br />

licenses, organization of public procurement and payment of taxes.<br />

The efficient provision of online services cannot be successfully<br />

sustained without security and confidentiality. A comprehensive approach is<br />

required to ensure security in e-government. The in<strong>for</strong>mation security of<br />

state in<strong>for</strong>mation systems, resources, and technologies must be protected<br />

by legislation and uni<strong>for</strong>m protection. An au<strong>the</strong>ntication system must be<br />

developed to prevent unauthorized access or modification, and computer<br />

viruses.<br />
