III. THE PROPOSED PROJECT<br />

A. Objective and scope<br />

Due to significant discrepancy in economic status between <strong>the</strong> rural<br />

and urban areas, new ICT projects should be implemented and geared at<br />

<strong>the</strong> grass-roots level. Rural people should be encouraged to operate <strong>the</strong><br />

projects and acquire business management skills. The proposed project has<br />

three components. They are:<br />

1. Telecentre – business centre focusing on <strong>the</strong> activities at home,<br />

or used as community centre.<br />

2. Tourism in<strong>for</strong>mation network – consists of back office and front<br />

office systems. Data will be sent to <strong>the</strong> operation centre at <strong>the</strong><br />

Prime Ministers Office <strong>for</strong> analysis.<br />

3. Human network – includes <strong>the</strong> government, private sector (travel<br />

company), educational institutes and local community.<br />

The project will be implemented as a pilot programme in villages<br />

across five regions of Thailand. Specific criteria to evaluate <strong>the</strong> standard<br />

of <strong>the</strong> home stay accommodation such as clean water, clean room, point<br />

of sales (e.g. One Tambon One Product (OTOP), activities) will be devised.<br />

Training courses, including ICT training, will be provided according<br />

to <strong>the</strong> needs of <strong>the</strong> villagers, and <strong>the</strong> standard of <strong>the</strong> home stay<br />

services. The number of potential villages will be about 3,000 villages<br />

located in 7,400 districts that have high potential to serve as tourist<br />

destinations.<br />
