I. INTRODUCTION<br />
Mongolia is landlocked between two countries, <strong>the</strong> Russian Federation<br />
and China, with an area of more than 1.5 million square kilometers<br />
and a population of 2.7 million. Mongolia has a population density<br />
of only 1.8 people per square kilometer, one of <strong>the</strong> lowest in <strong>the</strong> world.<br />
Nearly one third of <strong>the</strong> total population lives in <strong>the</strong> capital city,<br />
Ulaanbaatar.<br />
Today, <strong>the</strong> <strong>Government</strong> of Mongolia considers <strong>the</strong> development<br />
of ICT infrastructure as one of <strong>the</strong> key factors <strong>for</strong> fostering economic<br />
development of <strong>the</strong> country. High priority is given to <strong>the</strong> improvement<br />
of <strong>the</strong> ICT infrastructure, in order to implement a long-term objective of<br />
creating a viable ICT infrastructure with a high rate of return.<br />
In <strong>the</strong> last five years, ICT was seen as a dynamic and active sector<br />
in Mongolia. Foreign investments, technical assistance, and cooperation<br />
with technically advanced nations have enabled Mongolia to achieve<br />
significant progress in ICT development. The <strong>Government</strong> of Mongolia has<br />
defined <strong>the</strong> “national ICT Vision in 2010” that lays out <strong>the</strong> principal<br />
strategies of ICT development and <strong>the</strong> Prime Minister himself heads <strong>the</strong><br />
National ICT Committee.<br />
II. ISSUES<br />
• Solution to e-government has not been found<br />
• Improve <strong>the</strong> institutional capacity building of ICT policy and<br />
regulation<br />
• Build modern infrastructure <strong>for</strong> government and rural area<br />
• Develop human resources by cultivating ICT knowledge and<br />
usage<br />
II. PROPOSED PROJECT<br />
A. Objective and scope<br />
The project will be planned in accordance to <strong>the</strong> economic growth<br />
support and poverty reduction strategies, ICT development action plan, and<br />
