The challenge of implementing e-government in Yokosuka, Japan<br />

Ano<strong>the</strong>r function of <strong>the</strong> Yokosuka city e-government is to provide<br />
support and enhance <strong>the</strong> capacity of government to respond to natural<br />
disasters. Experimental operation of a disaster in<strong>for</strong>mation network system<br />
began in 1997, and full operation began in 2003. In times of disaster,<br />
examiners equipped with a digital camera, cell phone and computer arrive at<br />
<strong>the</strong> scene, and over <strong>the</strong> Internet send in<strong>for</strong>mation and images of <strong>the</strong> disaster<br />
to <strong>the</strong> rescue headquarter. At headquarters, <strong>the</strong> in<strong>for</strong>mation and data are<br />
automatically consolidated and disclosed to all personnel. Secondly, <strong>the</strong><br />
disaster in<strong>for</strong>mation network assists in ga<strong>the</strong>ring and disclosing in<strong>for</strong>mation<br />
on residents’ safety so that people can confirm <strong>the</strong> safety of family instantly.<br />
Thirdly, a wireless service provides in<strong>for</strong>mation on wea<strong>the</strong>r and disaster<br />
conditions by sending e-mail messages to mobile phones. The system<br />
effectively consolidates and widely disseminates various types of in<strong>for</strong>mation.<br />
Yokosuka city e-government includes an e-bidding/tender system that<br />
has been in operation since October 2003. The online tender system was<br />
implemented to automate simple manual processes such as <strong>the</strong> review of<br />
bidder eligibility and bid opening. In <strong>the</strong> e-bidding system, <strong>the</strong> Electronic<br />
Au<strong>the</strong>ntication Authority, and <strong>the</strong> Electronic Certificate Authority (CA) act<br />
as independent organizations that offer <strong>the</strong>ir certificate and authorization<br />
services. Unlike internal business systems where users are limited to internal<br />
employees, <strong>the</strong> online bidding system has external users such as <strong>the</strong> bidder.<br />
