III. PROPOSED PROJECT<br />

A. Objective and scope<br />

The proposed project is a Decentralized Management In<strong>for</strong>mation<br />

System (DMIS) <strong>for</strong> local Governance. The objective of <strong>the</strong> project is to<br />

increase effectiveness and efficiency of <strong>the</strong> local government.<br />

Project scope:<br />

• Setup a collaborative DMIS system to monitor, evaluate, and<br />

continuously improve different activities of <strong>the</strong> government at<br />

central and local levels<br />

• Need <strong>for</strong> continuous update and upgrade of <strong>the</strong> activities of<br />

local governance to <strong>the</strong> central agencies<br />

• Bring MIS such as hazardous material in<strong>for</strong>mation system<br />

(HMIS) and electromagnetic interface (EMI) under one umbrella<br />

• Set up an in<strong>for</strong>mation flow system<br />

• Streng<strong>the</strong>n <strong>the</strong> GIS database<br />
