I. INTRODUCTION<br />
Currently, <strong>the</strong>re are 170 million students attending high school,<br />
middle school, and primary school in China. There are approximately 340<br />
million related parents in 2,800 regions. In order to reduce <strong>the</strong> digital<br />
divide between <strong>the</strong> regions and <strong>the</strong> central government, an e-school and<br />
family linkage portal will be established.<br />
II. ISSUES<br />
China<br />
1. Install portals in 1,600 regions including:<br />
• Student online registration and in<strong>for</strong>mation<br />
• Access to homework online<br />
• News and notices<br />
• Student records and grades<br />
• Student evaluation<br />
2. Establish mobile network system:<br />
• Short message service (SMS) notification to parents when<br />
child leaves or enters school<br />
• SMS notification of o<strong>the</strong>r relevant in<strong>for</strong>mation<br />
III. THE PROPOSED PROJECT<br />
A. Objective and scope<br />
The proposed e-school and family linkage project would provide a<br />
more effective method of communication and consultation between schools<br />
and parents. Students and school will be more efficiently organized and<br />
managed.<br />
Outputs:<br />
• Parents can receive in<strong>for</strong>mation directly from teachers<br />
• Parents can receive notification of student arrival and departure<br />
• Parents can access in<strong>for</strong>mation about student test records<br />
• Teachers can work at home<br />
• Teachers can receive suggestions directly from parents<br />
