citizens have to visit several government organizations to obtain services.<br />

The citizens find it difficult to check <strong>the</strong> au<strong>the</strong>nticity of titles, and how to<br />

calculate property tax.<br />

Ano<strong>the</strong>r challenge is <strong>the</strong> lack of a proper land management system.<br />

Local government organizations such as Municipal Councils, Urban Councils<br />

and Pradesheeya Sabhas, which are responsible <strong>for</strong> collecting property tax,<br />

are faced with several difficulties because <strong>the</strong>re are no proper supporting<br />

documents to validate <strong>the</strong>ir charges. The government also suffers from lack<br />

of reliable in<strong>for</strong>mation concerning land. The absence of a central geographical<br />

in<strong>for</strong>mation system (GIS) makes land use planning extremely difficult.<br />

III. THE PROPOSED PROJECT<br />

A. Objective and scope<br />

Sri Lanka<br />

The proposed project has three components. These are:<br />

• e-land register – create national land database, and connect it to<br />

<strong>the</strong> regional land registries. The major stakeholder would be <strong>the</strong><br />

Department of Registrar General.<br />

• GIS system <strong>for</strong> land in<strong>for</strong>mation–<strong>the</strong> major stakeholders would<br />

be <strong>the</strong> Department of Registrar General and <strong>the</strong> Survey Department.<br />

The National Water Drainage Board, Ceylon Electricity<br />

Board, Department of Police, and <strong>the</strong> Fire Service will provide<br />

utility support, thus <strong>the</strong>ir processes should be reengineered and<br />

connected into <strong>the</strong> main project.<br />

• Automation of <strong>the</strong> land related work of <strong>the</strong> Ministry of Lands,<br />

Department of Survey, Municipal Councils, Urban Councils and<br />

Pradesheeya Sabhas. Requires connecting all local government<br />

organizations through broadband network.<br />

The overall objective of <strong>the</strong> project is to provide seamless government<br />

assistance related to land use and management. The project aims to digitize<br />

land records, and build <strong>the</strong> e-land register. The secondary objective of <strong>the</strong><br />

project is to facilitate service delivery to <strong>the</strong> citizen by inducing collaboration<br />

among <strong>the</strong> government organizations and departments. This would require<br />

that all government organization, including those at <strong>the</strong> local level, be linked<br />

to <strong>the</strong> e-land register. The tertiary objective is to build a GIS system. This<br />

involves working with a wide range of government organizations to<br />

reengineer <strong>the</strong>ir processes, automate and link <strong>the</strong>ir work to <strong>the</strong> GIS system.<br />

The Department of Registrar General, <strong>the</strong> legal authority over land<br />

registration, will initiate <strong>the</strong> implementation of <strong>the</strong> project. The department<br />

consists of 25 district land registries. The head office of <strong>the</strong> department<br />

would take <strong>the</strong> initiative to create <strong>the</strong> e-land registry by building <strong>the</strong> central<br />

land database. The second phase of <strong>the</strong> project will involve <strong>the</strong> Survey<br />

Department, which would create <strong>the</strong> GIS, and build <strong>the</strong> first layer of <strong>the</strong><br />

GIS system. The Ceylon Electricity Board, Water Drainage Board, will<br />
