telephones and Internet users to attain <strong>the</strong> same level as o<strong>the</strong>r developed<br />
countries in <strong>the</strong> Asian and Pacific region by 2010. The third objective is to<br />
build and develop <strong>the</strong> infrastructure <strong>for</strong> <strong>the</strong> national telecommunication<br />
network. The improved telecommunication network will be reliable, ensure<br />
safety, and provide nation wide coverage including access in rural and<br />
remote areas. The infrastructure will lead to <strong>the</strong> development of a national<br />
in<strong>for</strong>mation highway, mass media services, and most importantly, it will<br />
provide broadband access to every household. The goal is to provide<br />
service to all cities and provinces with broadband fiber optic cable by<br />
2005. By 2010, it is hoped that over 60 per cent of households will have<br />
telephone sets, and that Internet services will be available in research<br />
institutes, universities, secondary schools, and hospitals nation-wide. It is<br />
also envisioned that <strong>the</strong> Internet will be used to provide in<strong>for</strong>mation to <strong>the</strong><br />
public about all state agencies, and to streamline administrative procedures.<br />
All government agencies would be expected to have a portal by 2010. The<br />
e-government network will focus on local government to offer services and<br />
in<strong>for</strong>mation to local residents. The <strong>Government</strong> IT network will connect 61<br />
cities and provinces, and nearly 40 key <strong>Government</strong> ministries and agencies,<br />
with 2,500 sub-servers, 180 servers, and 50 shared application<br />
programmes.<br />
The rationale <strong>for</strong> this project is:<br />
• Raise <strong>the</strong> management capacity of government to reach local<br />
and grassroots level<br />
• Less paperwork<br />
• Provide <strong>the</strong> population with in<strong>for</strong>mation from <strong>Government</strong> agencies<br />
and public administrative services via <strong>the</strong> Internet<br />
• Reduce annoyance with time-consuming administrative procedures<br />
B. Cost estimates and financing plan<br />
The total cost <strong>for</strong> this project is US$ 5 billion. The <strong>Government</strong> of<br />
Viet Nam will provide US$ 3.5 billion. Foreign funding will be a total of<br />
US$1.5 billion. Base costs include <strong>the</strong> following:<br />
Networking (servers, IT highway, US$ 2.50 billion<br />

Consulting services: US$ 0.10 billion<br />
Project administration: US$ 0.04 billion<br />
