Stakeholder participation in designing and<br />

implementing e-government programmes<br />

• Provide access to government in<strong>for</strong>mation<br />

• Make transactions such as renewing licenses and certifications<br />

less time consuming and easier<br />

• Integrate transactions involving multiple agencies under one<br />

umbrella service<br />

• Facilitate citizen-to-government and citizen-to-citizen interactions,<br />

and increase citizen participation in government<br />

<strong>Government</strong>-to-business services may include:<br />

• Electronic procurement of goods and services of government<br />

• Electronic issuance of business licenses<br />

• Sale of surplus government goods to <strong>the</strong> public<br />

• Improved procurement practices that can reduce costs through<br />

increased competition<br />

<strong>Government</strong>-to-government services consist of sharing data and resources<br />

among government agencies. These services can:<br />

• Increase efficiency<br />

• Act as <strong>the</strong> backbone of e-government<br />

• Require that data be shared in electronic <strong>for</strong>m between government<br />

agencies at <strong>the</strong> national, provincial, and local levels.<br />

She outlined <strong>the</strong> steps in implementing e-government, which included:<br />

1. Identify <strong>the</strong> stakeholders<br />

• The primary stakeholders are those who expect to benefit<br />

from or be aversely affected by <strong>the</strong> project. They include<br />

local government officials, government agencies, citizens,<br />

and businesses<br />

• The secondary stakeholders are those who take intermediary<br />

role and can influence <strong>the</strong> activity of <strong>the</strong> primary stakeholders<br />

and project outcomes. They include project managers or<br />

team, suppliers of resources, and <strong>the</strong> champions who drive<br />

<strong>the</strong> project and seek to justify its implementation, and o<strong>the</strong>rs<br />

such as training institutions<br />

2. Identify each stakeholder’s goals/needs <strong>for</strong> <strong>the</strong> project<br />

3. Develop systems through streamlining existing procedures<br />

4. Provide training to create awareness and to use e-government<br />

5. Evaluate <strong>the</strong> programme through measuring <strong>the</strong> achievement of<br />

each goal and impacts<br />
