Communities’ focus group discussion have repeatedly proven to be<br />
an effective tool in identifying requirements. The top four questions <strong>for</strong><br />
communities are:<br />
• What services communities wish to see?<br />
• What delivery channels communities wish to use?<br />
• What service levels communities expect?<br />
• What benefits communities would gain?<br />
The following communities are involved in <strong>the</strong> e-government initiative<br />
of <strong>the</strong> <strong>Government</strong> of Pakistan, and should be e-enabled to ensure<br />
success of <strong>the</strong> e-government initiative.<br />
<strong>Government</strong>-to-<strong>Government</strong> (G2G)<br />
This community will be enabled when all <strong>the</strong> ministries are<br />
e-enabled. Once this is achieved, <strong>the</strong> following benefits will be obtained:<br />
• Cooperation in providing inter-governmental services<br />
• Sharing in<strong>for</strong>mation and data about clients (central view)<br />
<strong>Government</strong>-to –Employees (G2E)<br />
This community will be enabled when all <strong>the</strong> ministries are<br />
e-enabled. Once this is achieved, <strong>the</strong> following benefits will be obtained:<br />
• On-line access to employee services<br />
• Sharing of data internally<br />
• Less manual processes<br />
• Clear procedures and responsibilities<br />
<strong>Government</strong>-to- Business (G2B)<br />
A strategy needs to be defined on how to e-enable <strong>the</strong> business<br />
community in order <strong>for</strong> <strong>the</strong>m to use <strong>the</strong>se e-services offered by<br />
various ministries. Once this strategy is defined, <strong>the</strong> onus of implementation<br />
of this strategy should be placed on <strong>the</strong> business community by<br />
giving <strong>the</strong>m various incentives. The following benefits can be achieved<br />
from this:<br />
• Conducting online transactions (saving costs, time)
