I. INTRODUCTION<br />
The current status of ICT usage and distribution in Viet Nam is<br />
underdeveloped, and cannot support <strong>the</strong> implementation of an e-government.<br />
The current number of Internet users is still relatively small. According<br />
to <strong>the</strong> Viet Nam Network In<strong>for</strong>mation Centre, <strong>the</strong>re are currently 1.54<br />
million internet subscribers, and 6.74 per cent of <strong>the</strong> country’s population<br />
regularly uses <strong>the</strong> Internet. However, Viet Nam’s in<strong>for</strong>mation and communication<br />
technologies (ICT) recorded a 29 per cent growth rate in 2003,<br />
ranking second after China with a turnover of US$ 515 million. Most<br />
government administrative organizations, and about 50 per cent of enterprises<br />
use IT application in business operations. Approximately 10 per cent<br />
of businesses, half of <strong>the</strong> ministries, and one third of <strong>the</strong> provincial<br />
governments have <strong>the</strong>ir own web sites. About 52 out of 64 provinces have<br />
<strong>the</strong>ir own web sites. However, few cities or provinces benefit from twoway<br />
interactive communication except Hochimin City, Dong Nai, Da Nang,<br />
Ha Noi and Bac Ninh. Approximately 300 out of 6,776 post offices in<br />
communes across <strong>the</strong> country have been connected online.<br />
II. ISSUES<br />
• Definition of e-government has not been established and explained<br />
to citizens<br />
• Lack of human capacity and trained ICT staff<br />
• No standardized regulation on administrative management<br />
• Internet access is limited<br />
• Low IT literacy<br />
• Poverty<br />
III. THE PROPOSED PROJECT<br />
A. Objectives and scope<br />
The first objective of <strong>the</strong> proposed project is to establish and<br />
develop a national in<strong>for</strong>mation infrastructure with large transmission capacity,<br />
and high speed technology. The in<strong>for</strong>mation infrastructure will serve as<br />
<strong>the</strong> basis <strong>for</strong> <strong>the</strong> application and development of ICT, and modernization of<br />
<strong>the</strong> country. The second objective is to provide citizens with modern and<br />
