C. Implementation arrangements<br />

ICTA will play <strong>the</strong> role of facilitator and mediator by leading <strong>the</strong><br />

initial discussion of <strong>the</strong> project. Once <strong>the</strong> stakeholders have reached an<br />

agreement on <strong>the</strong> project concept, ICTA will address <strong>the</strong> issue of financing<br />

by submitting <strong>the</strong> project proposal and securing funds. A Steering Committee<br />

should be appointed to make policy decisions <strong>for</strong> <strong>the</strong> project, and guide<br />

<strong>the</strong> project team. The members of <strong>the</strong> Steering Committee should include,<br />

but not limited to:<br />

1. Secretary, Ministry of Home Affairs and Local <strong>Government</strong><br />

2. Register General<br />

3. Surveyor General<br />

4. Mayor, Municipal Council, Colombo<br />

5. Chairman, Urban Council, Moratuwa<br />
