III. PROPOSED PROJECT<br />

The project will establish an electronic database <strong>for</strong> economic and<br />

social profile of all barangays (villages) located in <strong>the</strong> 1,500 municipalities<br />

and 115 cities. The database will be established in 16 regional offices, and<br />

<strong>the</strong> central office of <strong>the</strong> DSWD. The DSWD central office will be <strong>the</strong><br />

central node of this system. The data will cover basic in<strong>for</strong>mation of <strong>the</strong><br />

barangay (village) such as name, municipality, province, area, population,<br />

number of families, age and gender, among o<strong>the</strong>rs. The economic data<br />

would include employment data of residents, source of livelihood, business<br />

establishments in <strong>the</strong> community, etc. Specific data on deprivations of<br />

families in <strong>the</strong> community from minimum basic needs would be included<br />

such as water system, core housing, health centre, etc. It will also include<br />

data on on-going government projects in <strong>the</strong> community.<br />

The database system will be able to consolidate data and generate<br />

reports in various configurations <strong>for</strong> various purposes including research,<br />

planning, and programme development. National government agencies, local<br />

government units and o<strong>the</strong>r government agencies will be able to share <strong>the</strong><br />

in<strong>for</strong>mation from <strong>the</strong> database.<br />

A. Objective and scope<br />

The objective of <strong>the</strong> project is to assist <strong>the</strong> Department of Social<br />

Welfare and <strong>Development</strong> (DSWD) in <strong>the</strong> <strong>for</strong>mulation and development of<br />

programmes and projects responsive to <strong>the</strong> needs of targeted beneficiaries.<br />

The database will also serve as in<strong>for</strong>mation bases <strong>for</strong> determining <strong>the</strong><br />

estimated number of affected individuals and families in case of calamities<br />

<strong>for</strong> purposes of relief and rehabilitation activities.<br />

The project will cover about 145,000 barangays (village) nationwide.<br />

The municipalities and cities in <strong>the</strong> region will be connected with <strong>the</strong><br />

regional offices of <strong>the</strong> DSWD and <strong>the</strong> central office through WAN.<br />

B. Cost estimate and financing plan<br />

The cost of <strong>the</strong> project is US$ 14.107 million proposed to be funded<br />

from grant funds available from ADB or o<strong>the</strong>r donors.<br />
