"Judges should not be affected by the political changes in the<br />

country, no matter how many times either President of Prime<br />

Minister of the Country is changed, judge should not be and feel as<br />

part of these changes. He / she should be occupied with own work<br />

only and in case a judge has to try a case of the Minister of Finance<br />

or other representative of the government, he /she should do it<br />

objectively. Court should prove now that notwithstanding the fact<br />

that the political leadership has changed – judiciary is inviolable," –<br />

Chairman of the Supreme Court of Georgia, KONSTANTINE<br />

KUBLASHVILI. Below, we offer interview with him.<br />

Mr. Kote, Parliament adopted the law, with third hearing, affecting<br />

High Council of Justice, this Law should change rules for electing<br />

members of the high council of justice and their activities, you had<br />

comments regarding the draft law, that were taken into<br />

consideration by the government at a later stage, do you agree with<br />

the new version of the Law?<br />

_ First of all, I would like to state that major part of the draft law was<br />

acceptable for us from the beginning and remains to be. More than that, we<br />

worked on this draft together with the local NGOs and international<br />

organizations. First stage of this joint work, ended up by adopting significant<br />

changes to the Law on Common Courts in spring 2012. We had to launch the<br />

second stage, we elaborated the package of amendments and since October 1,<br />

2012, new leadership of the Ministry of Justice presented this package. Thus,<br />

there were no novelties in this Law for us, we agreed to that and it was<br />

acceptable for us, except for the part, that was added to the Draft by the new<br />

leadership of the Ministry. We expressed our legal opinion against these very<br />
