Exercising powers by the President of Georgia is carried out in a specified
format, which demonstrates external side of his activities. Therefore, a list of
activities of the head of state depends on the volume of his competence. As the
head of state has multiple powers, the article presents only the main forms of the
president’s activities against the background of the current constitution as well as
its 2010 edition.
Exercise of powers by the President is most often demonstrated in issuing of
a legal act. Therefore, we shall start discussion with this very form of activity. It
should be noted that through the process of defining procedures connected with
exercising certain powers by the President it was revealed that issuing of a legal
act is not his only activity form. Therefore, article also discusses such important
forms of activitieslike constitutional agreement, international agreements and
contracts, constitutional claim, application to people and the parliament, annual
report, forms of implementation of the so-called “appointing power”, etc.
The article concludes with visions of authors regarding the discussed
problematic issues.
