1.6.5 Protection and control<br />

<strong>Renewal</strong> Capital Expenditure<br />

The protection and control systems associated with the 110 kV substation redevelopment projects<br />

comprise predominately electromechanical relays, with some static devices, both types of which<br />

need to be replaced because they are susceptible to component degradation and failure, poor<br />

performance, lack of spares and have minimal functionality.<br />

Electromechanical or static devices are obsolete technologies and require frequent maintenance and<br />

repair compared to modern microprocessor protection schemes. <strong>Transend</strong>’s asset management<br />

plans for protection and control systems recommend that:<br />

(a) protection systems that are unreliable and have exceeded their useful life be progressively<br />

replaced; and<br />

(b) where practicable and cost-effective, protection and control system replacements should be<br />

incorporated with primary asset replacement programs.<br />

1.7 CONCLUSION<br />

<strong>Transend</strong>’s revised revenue proposal is based on the following reasonable requirements for the<br />

110 kV substation redevelopment projects associated with replacement of Reyrolle OS10 circuit<br />

breakers:<br />
