1 SECTION A: 110 KV SUBSTATION REDEVELOPMENT PROJECTS<br />

1.1 BACKGROUND<br />

In relation to the 110 kV substation redevelopment projects associated with replacement of<br />

Reyrolle OS10 circuit breakers, the AER’s draft decision concurred with Nuttall Consulting’s<br />

opinion that the proposed replacement program is overly aggressive. In reaching this conclusion,<br />

the draft decision noted two findings in the Nuttall Consulting report 1 :<br />

(a) the proposed replacement program would result in the average age of <strong>Transend</strong>’s 110 kV<br />

breaker population being one of the youngest of its peers 2 ; and<br />

(b) <strong>Transend</strong>’s economic evaluation was relatively high level and did not consider the priority of<br />

the breaker replacements in terms of the poorest or better performing fleet cohorts and the<br />

criticality of the substations.<br />

In response to the first point, <strong>Transend</strong> notes that Nuttall Consulting correctly recognised that the<br />

Reyrolle OS10 circuit breakers are ‘very old’ 3 , the oldest currently being 58 years. Given the age of<br />

these circuit breakers, and the age profile of the circuit breaker fleet, their replacement will result in<br />

a significant reduction in the average age (especially if the average age of the remaining population<br />

is relatively young). However, the extent of the reduction in the average age does not of itself<br />

indicate that the replacement program is overly aggressive. <strong>Renewal</strong> profiles will to a large extent<br />

be a function of transmission system development over time. Figure 1 presents the current age<br />

profile of <strong>Transend</strong>’s 110 kV circuit breakers. Figure 1 indicates that, if the circuit breakers older<br />

than 45 years are replaced, the average age of the circuit breaker population would reduce<br />

significantly.<br />
