9.5.3 The Group confirmed that these items are sourced through a competitive
process, where appropriate. Exceptions include rents, which are
understandably negotiated with landlords in leasehold agreements by
individual local authorities, and insurance, where most local authorities are
insured by Irish Public Bodies Mutual Insurance Ltd., was set up under the
Local Authorities (Mutual Assurance) Act, 1926.
9.5.4 All local authorities have procurement plans in place following a direction
from the Department of Finance to all public bodies in 2006. The plans
cover two categories of procurement (a) supplies of goods and services and
