2.3.3 Rates are property taxes that are levied on commercial properties – the level of this rate is determined each year by the local authority as part of its annual budgetary process. Annual rates liability is determined on the basis of the rate made by the elected members, and the valuation of commercial property, as determined by the Commissioner of Valuation. 2.3.4 Further sources of current income for local authorities are the charges they levy for certain services. These include housing rents, commercial water charges, planning application fees, refuse and landfill charges, library fees, parking charges, and fire charges. The Local Government (Charges) Act 2009 introduced, from 2009 onwards, a new charge of €200 on non-principal private residences (NPPR). The charge is collected and retained by the relevant local authority, and amounted to €63 million in respect of 2009. 2.3.5 Commercial rates and charges for goods and services are local sources of income over which local authorities have a measure of control, although some charges (such as planning application fees) are set centrally. 2.3.6 There are two types of Government grant available to local authorities: • General – which are not constrained by specific spending parameters, including most of the financing allocated from the Local Government Fund; • Specific – which are earmarked for specific purposes and cover the delivery of certain state services or projects through local government such as roads or higher education grants. 2.3.7 The Local Government Act 1998 provided for the establishment of the Local Government Fund made up of an Exchequer contribution and motor tax receipts. Allocations of general-purpose grants are made from the Fund to the individual local authorities annually. In their 2010 budgets local authorities have provided for a total of €774 million in general-purpose grants. 2.3.8 In 2010, the share of local authority budgeted current income provided directly by the State amounts to €1.8 billion or 41% of total budgeted current income. Commercial rates account for 29%, with the remainder attributable to income in respect of charges for goods and services and other income. 2.3.9 The breakdown of revenue for the local authority budgeted current expenditure for 2010 is illustrated in Figures 2.3 and 2.4, and Table 2.2.
