2. Concerning future needs of agencies.

The following suggestions or instructions were given to each sub-committee
appointed to make the survey:
In making a survey of an agency of the Southern Baptist Convention get
the following information:
I. Information concerning present work and condition of agency
1. Lines of work.
2. Departments of work.
3. Number of employees.
4. Property owned.
(1) Real
(2) Personal
5. Finances.
(1) The condition of finances.
(2) Management of finances.
(a) Banking—are different funds kept in separate accounts?
(b) Trust funds—how invested; are they intact; are. trust funds
ever used for other purposes even temporarily?
(3) Reserves—amount, purpose.
(4) Endowments.
6. Check whether agency is observing all the requirements of the Business
and Financial Plan of the Convention.
II. Information concerning proposals for future work of agency
1. Future program of current work.
(1) Enlargement of work.
(2) New work contemplated.
(3) Former items of work to be reduced or eliminated.
2. Future financial needs.
(1) For current work.
(2) For capital investments.
(3) For reserves.
(4) For endowments.
(5) Method of financing future needs.
III. Suggestions concerning the work of the Convention
On September 19, 1945 at a special meeting of the Executive Committee a
partial report was made by the Survey Committee which contained the following
:
Each of the sub-committees have made a careful study of all of our
Southwide institutions and agencies, limiting themselves thus far in the
survey to their financial needs. The full Survey Committee on September
18 reviewed the digests resulting from these surveys. The Survey Comnlittee
attempted to discover the ultimate and immediate financial needs
of each agency and institution, of the Southern Baptist Convention, and
by correspondence, information was sought from each of the state conventions
as to their ultimate needs for capital investments. While the
ultimate needs of Southwide agencies and institutions as submitted by
each of them totalled $27,000,000.00, the Survey Committee reduced this
over-all objective to approximately $21,000,000.00. The Survey Committee
found that $3,062,900.00 was needed urgently and immediately to meet
capital needs which could not be provided for through normal Co-operative
Program receipts.
On account of the limitations of time and the magnitude of the task,
it is noted that only one phase of the survey is reflected in this report,
namely the financial needs of our Southern Baptist work. The Survey
Committee should be given further time to continue its work in other-
- phases of our Baptist life that should be carefully studied. The Executive
Committee referred to the Administrative Committee the completion of
• the work of the survey of the agencies of the Southern Baptist Convention.
