turned its attention to an ambitious re<strong>for</strong>m agenda that spanned many sectors<br />

<strong>in</strong>clud<strong>in</strong>g economic re<strong>for</strong>ms, demobilisation, adm<strong>in</strong>istrative re<strong>for</strong>m, judicial<br />

re<strong>for</strong>m, as well as governance re<strong>for</strong>m and social sector re<strong>for</strong>ms. Human<br />

resources were acknowledged by all to be the s<strong>in</strong>gle most significant constra<strong>in</strong>t<br />

to implement<strong>in</strong>g the re<strong>for</strong>m agenda. All parties to the co-operation<br />

recognised that such an ambitious programme, would require a significant<br />

amount <strong>of</strong> f<strong>in</strong>ancial resources and technical assistance, and a new dynamic <strong>of</strong><br />

co-operation based on partnership, participation from all sectors <strong>of</strong> society,<br />

and local ownership. But what did this new rhetoric really mean?<br />

Be<strong>for</strong>e answer<strong>in</strong>g this question it is important to note that tremendous<br />

strides have been made <strong>in</strong> Cambodia, <strong>in</strong> terms <strong>of</strong> Cambodian participation<br />

<strong>in</strong> and greater ownership <strong>of</strong> the development process and agenda, and this<br />

<strong>in</strong> itself has empowered them to be a more effective partner <strong>in</strong> development<br />

dialogue. A number <strong>of</strong> positive trends and practices <strong>in</strong> Cambodia’s<br />

more recent development co-operation experience have contributed to this<br />

progress. The first is experience, both on the part <strong>of</strong> Cambodians and the<br />

donor community. Cambodians have always demonstrated great pragmatism<br />

when given the opportunity and space to evaluate their situation. Time<br />

<strong>for</strong> this is however is becom<strong>in</strong>g <strong>in</strong>creas<strong>in</strong>gly scarce as the demands <strong>of</strong> the<br />

re<strong>for</strong>m process and <strong>of</strong> the donors <strong>in</strong>crease, both <strong>in</strong> number and complexity.<br />

This experience has also contributed to bolster<strong>in</strong>g Cambodian self-esteem<br />

and confidence <strong>in</strong> their capacities as partners <strong>in</strong> development. Increas<strong>in</strong>g<br />

capability on the Cambodian side as a result <strong>of</strong> technical assistance, and the<br />

many opportunities <strong>for</strong> study and tra<strong>in</strong><strong>in</strong>g have contributed to strengthen<strong>in</strong>g<br />

and expand<strong>in</strong>g Cambodia’s human resource base.<br />

An <strong>in</strong>vestment <strong>in</strong> studies and research has yielded valuable knowledge to<br />

guide the re<strong>for</strong>m process and development <strong>in</strong>terventions. More is known<br />

today about the political economy <strong>of</strong> the country, how power is exercised<br />

and what is left <strong>of</strong> traditional social organisation and values. This has been<br />

critical <strong>for</strong> undertak<strong>in</strong>g <strong>in</strong>stitution build<strong>in</strong>g and <strong>for</strong> engag<strong>in</strong>g broader sectors<br />

<strong>of</strong> society <strong>in</strong> the development process and dialogue. A commitment to<br />

evaluations on the part <strong>of</strong> donors and Cambodians alike has contributed to<br />

learn<strong>in</strong>g from weaknesses as well as best practice, result<strong>in</strong>g <strong>in</strong> more effective<br />

programmes. A long-term, pilot, national programme <strong>in</strong> decentralised plann<strong>in</strong>g,<br />

SEILA, yielded rich lessons <strong>in</strong> strengthen<strong>in</strong>g local plann<strong>in</strong>g processes<br />

and <strong>in</strong> <strong>in</strong>volv<strong>in</strong>g local communities <strong>in</strong> apply<strong>in</strong>g their knowledge to address<br />

their own problems. The long-term and susta<strong>in</strong>ed support <strong>for</strong> the programme,<br />

as well as reliance on regular evaluations and partner dialogue greatly contributed<br />

to its success. This experience has become the basis <strong>for</strong> nation-wide<br />

decentralisation re<strong>for</strong>ms, which started with Cambodia’s first commune election<br />

as recently as February 2002.<br />

A regular <strong>in</strong>-country coord<strong>in</strong>ation/consultation mechanism led by government<br />

was essential to avoid the danger <strong>of</strong> donors tak<strong>in</strong>g over the development<br />

and re<strong>for</strong>m agenda. Government/donor work<strong>in</strong>g groups have been
