<strong>for</strong>um. The f<strong>in</strong>al hurdle <strong>for</strong> approval was the executive director <strong>of</strong> FASID.<br />

Because he had to be accountable to MOFA, the funder <strong>of</strong> the project, he<br />

obviously took the change <strong>of</strong> the research plan seriously. Bypass<strong>in</strong>g my immediate<br />

superior, he made a direct request to me to expla<strong>in</strong> the change.<br />

Our <strong>for</strong>um was scheduled to take place just be<strong>for</strong>e the Kyushu-Ok<strong>in</strong>awa<br />

Summit <strong>in</strong> 2000. As the host country <strong>of</strong> the Summit, the government <strong>of</strong><br />

Japan, especially MOFA, was sensitive to any Ok<strong>in</strong>awa-related activities.<br />

Although our <strong>for</strong>um was planned <strong>in</strong> Ishigaki, which is 400 km away from<br />

the ma<strong>in</strong> island Ok<strong>in</strong>awa where the Summit would be held, MOFA wanted<br />

to keep my project under their control.<br />

When I had <strong>in</strong>itially proposed IIRP to MOFA through FASID’s adm<strong>in</strong>istration,<br />

the adm<strong>in</strong>istration expressed <strong>in</strong>terest <strong>in</strong> <strong>in</strong>tegrat<strong>in</strong>g IIRP <strong>in</strong>to other<br />

Summit-related events to demonstrate FASID’s loyalty to MOFA. Know<strong>in</strong>g<br />

the strong feel<strong>in</strong>g among the Ishigaki islanders that they did not want to<br />

be on display to serve the <strong>in</strong>terests <strong>of</strong> outsiders, I had protected the project<br />

by say<strong>in</strong>g that it was a research project, not an event, and there<strong>for</strong>e not<br />

suitable <strong>for</strong> <strong>in</strong>clusion <strong>in</strong> the Summit. Now, my request to host a <strong>for</strong>um<br />

appeared to contradict my earlier characterization <strong>of</strong> the project as strictly a<br />

research project. This made the executive director deeply sceptical about<br />

my attitude and per<strong>for</strong>mance.<br />

I <strong>in</strong>troduced the concept <strong>of</strong> Participatory Action Research (Whyte et al,<br />

1991; Greenwood and Lev<strong>in</strong>, 1998) <strong>in</strong> hopes <strong>of</strong> conv<strong>in</strong>c<strong>in</strong>g him that we<br />

could best learn about the issues and problems <strong>of</strong> Ishigaki through two-way<br />

<strong>in</strong>teractions with the islanders rather than by observ<strong>in</strong>g and <strong>in</strong>terview<strong>in</strong>g<br />

them. I argued that, as we were request<strong>in</strong>g their co-operation, we should<br />

also grant their request, even if it <strong>in</strong>volved a change <strong>in</strong> our research plan.<br />

Be<strong>for</strong>e the executive director questi<strong>one</strong>d me, I had already contacted several<br />

key participants and asked them to set aside several days <strong>for</strong> the <strong>for</strong>um.<br />

Though the executive director criticized this contact as ‘overstepp<strong>in</strong>g the<br />

mark’, it contributed to his decision to grant reluctant approval <strong>for</strong> the <strong>for</strong>um.<br />

The impact <strong>of</strong> host<strong>in</strong>g a <strong>for</strong>um: mutuality and confrontation<br />

With a budget from FASID, Ishigaki’s leaders took the <strong>in</strong>itiative to prepare<br />

the <strong>for</strong>um, and the study group helped and supported them. Recogniz<strong>in</strong>g<br />

that self-reliance is a major development issue <strong>for</strong> small islands like Ishigaki,<br />

we decided to make the theme <strong>of</strong> the <strong>for</strong>um Self-Reliance <strong>of</strong> Islands and<br />

NGOs. Our <strong>in</strong>terests were to understand the roles that NGOs as outsiders<br />

can play <strong>in</strong> help<strong>in</strong>g islands achieve self-reliance <strong>in</strong> the face <strong>of</strong> marg<strong>in</strong>aliz<strong>in</strong>g<br />

<strong>for</strong>ces from outside that deprive islands <strong>of</strong> economic, political and social<br />

autonomy.<br />

We <strong>in</strong>vited four NGO practiti<strong>one</strong>rs from abroad as guests to share their<br />

experiences as well. We shared the challenges islands face vis-à-vis a number
