<strong>Are</strong> th<strong>in</strong>gs that bad? The answer would seem to be yes; th<strong>in</strong>gs really<br />

have to be bad <strong>for</strong> the World Bank to recognize that knowledge shar<strong>in</strong>g is<br />

<strong>in</strong> a mess. Or <strong>for</strong> certa<strong>in</strong> bilaterals to wonder seriously if the grow<strong>in</strong>g trend<br />

<strong>for</strong> <strong>in</strong>tegrated jo<strong>in</strong>t donor action and fund<strong>in</strong>g is not <strong>in</strong> fact generat<strong>in</strong>g a<br />

l<strong>in</strong>e <strong>of</strong> m<strong>in</strong>imum least resistance <strong>in</strong> which nobody is really satisfied but<br />

where everybody can write their back to <strong>of</strong>fice reports, m<strong>one</strong>y can be<br />

handed over, results accounted <strong>for</strong> on a logical framework chart and careers<br />

can progress.<br />

In many sett<strong>in</strong>gs, such self-re<strong>in</strong><strong>for</strong>c<strong>in</strong>g cycles <strong>of</strong> proto-dialogue can go on<br />

<strong>for</strong>ever, even generat<strong>in</strong>g mediocre <strong>in</strong>crements <strong>of</strong> apparent change. Here hope<br />

lies <strong>in</strong> the possibility that many <strong>of</strong> those <strong>in</strong>volved are aware <strong>of</strong> what is happen<strong>in</strong>g<br />

and have not given up seek<strong>in</strong>g where possible to f<strong>in</strong>d a way through.<br />

But despite such good will present throughout the complex matrix <strong>of</strong> different<br />

donor and aid recipient organizations and actors, the poor are gett<strong>in</strong>g<br />

poorer, social exclusion is rampant, women cont<strong>in</strong>ue to be totally unrepresented,<br />

hundreds <strong>of</strong> different peoples rema<strong>in</strong> prey to cultural,<br />

economic and even physical annihilation and the environment is be<strong>in</strong>g ripped<br />

<strong>of</strong>f at an alarm<strong>in</strong>g rate.<br />

Work<strong>in</strong>g at dialogue <strong>in</strong> a local context<br />

The confirmation that dialogue cannot be taken as a given, came <strong>in</strong> a very<br />

practical way to my colleagues and I <strong>in</strong> some work we have been do<strong>in</strong>g to<br />

explore possibilities <strong>for</strong> local action <strong>in</strong> poverty reduction <strong>in</strong> Brazil. We are<br />

do<strong>in</strong>g this <strong>in</strong> two ways: firstly, through identify<strong>in</strong>g cases and describ<strong>in</strong>g what<br />

is be<strong>in</strong>g d<strong>one</strong> and, secondly, gather<strong>in</strong>g together those directly <strong>in</strong>volved <strong>in</strong><br />

the experiences along with academics, activists and local government practiti<strong>one</strong>rs<br />

to debate the practices and their results <strong>in</strong> order to build guidel<strong>in</strong>es<br />

<strong>for</strong> future action (Camarotti and Sp<strong>in</strong>k, 2001 a).<br />

The approach that we developed drew on a variety <strong>of</strong> sources, amongst<br />

which were large group dynamics, town meet<strong>in</strong>gs and gather<strong>in</strong>gs <strong>of</strong> social<br />

movements. The idea, as we expressed it, was to br<strong>in</strong>g together different<br />

knowledges, experiences and ideas with<strong>in</strong> a climate <strong>of</strong> dialogue and mutual<br />

respect. Over the space <strong>of</strong> a year, we gathered together some 130 academics,<br />

activists, NGO workers, local government <strong>of</strong>ficials, community leaders and<br />

people directly <strong>in</strong>volved <strong>in</strong> programs and projects that had a direct impact<br />

on poverty <strong>in</strong> four meet<strong>in</strong>gs <strong>of</strong> between 35–45 people, each <strong>of</strong> which lasted<br />

two days. Three <strong>of</strong> the meet<strong>in</strong>gs looked at specific aspects <strong>of</strong> poverty and<br />

social exclusion at the local level: urban services, socio-economic urban and<br />

rural development, generation <strong>of</strong> <strong>in</strong>come and employment. The fourth sought<br />

to pull the stands together and was attended by over 50 people from the<br />

previous meet<strong>in</strong>gs.<br />

The follow<strong>in</strong>g are examples <strong>of</strong> some <strong>of</strong> the 23 experiences that were <strong>in</strong><br />

debate:
