f<strong>in</strong>anc<strong>in</strong>g this Fund from donors to government. This proposal would fit<br />

well <strong>in</strong>to the plans to create a core group <strong>of</strong> civil servants ‘<strong>for</strong> Priority Missions’,<br />

currently be<strong>in</strong>g discussed by those responsible <strong>for</strong> adm<strong>in</strong>istrative re<strong>for</strong>m.<br />

Two-way transparency. Donors should recognise that the purpose <strong>of</strong> technical<br />

assistance is ultimately to <strong>in</strong>crease the welfare <strong>of</strong> Cambodians and,<br />

accord<strong>in</strong>gly, should seek the most cost-effective way <strong>of</strong> achiev<strong>in</strong>g this. This<br />

<strong>in</strong>volves complete transparency about all costs and will<strong>in</strong>gness to consider<br />

alternative modes <strong>of</strong> implementation. Transparency has to be two-way, however.<br />

Government should also make available to donors <strong>in</strong><strong>for</strong>mation on the<br />

distribution <strong>of</strong> salary supplementation, etc.<br />

Implementation through <strong>in</strong>termediaries. From the po<strong>in</strong>t <strong>of</strong> view <strong>of</strong> capacity<br />

development, cost-effectiveness implies that all projects should have counterparts,<br />

whether <strong>in</strong> government or <strong>in</strong> a local NGO. Direct implementation<br />

at community level without a local counterpart by an <strong>in</strong>ternational organisation<br />

should be ruled out as cost-<strong>in</strong>effective.<br />

Ownership. The government should play a more active role (<strong>in</strong> collaboration<br />

with donors and execut<strong>in</strong>g agencies) <strong>in</strong> design and (transparent) selection<br />

<strong>of</strong> projects and personnel: its concern should extend to ways <strong>of</strong> reduc<strong>in</strong>g<br />

the cost <strong>of</strong> projects without reduc<strong>in</strong>g their effectiveness, and to monitor<strong>in</strong>g<br />

and evaluat<strong>in</strong>g per<strong>for</strong>mance. The aim should be <strong>for</strong> government to achieve<br />

at least the same degree <strong>of</strong> ownership <strong>of</strong> grant-aided projects as it already has<br />

<strong>of</strong> loan-funded projects.<br />

Guidel<strong>in</strong>es. There should be clear <strong>of</strong>ficial guidel<strong>in</strong>es <strong>for</strong> the use <strong>of</strong> technical<br />

advisors personnel by government departments (primarily <strong>for</strong> capacity<br />

development), provision <strong>of</strong> counterparts, and selection <strong>for</strong> tra<strong>in</strong><strong>in</strong>g, and similar<br />

guidel<strong>in</strong>es <strong>for</strong> donors, execut<strong>in</strong>g agencies, and project team leaders.<br />

Project Implementation Units. The concept <strong>of</strong> the Project Implementation<br />

Unit (PIU) should be re-exam<strong>in</strong>ed, and alternative ways <strong>of</strong> manag<strong>in</strong>g assistance<br />

through normal government structures, without affect<strong>in</strong>g transparency<br />

and efficiency, should be explored. One suggestion worth consider<strong>in</strong>g is<br />

that each m<strong>in</strong>istry/organisation should have only <strong>one</strong> unit <strong>for</strong> manag<strong>in</strong>g and<br />

monitor<strong>in</strong>g all its projects.<br />

By-pass<strong>in</strong>g government. No external technical assistance projects should<br />

by-pass government structures, whether central or local, altogether. For NGOs<br />

this would merely mean register<strong>in</strong>g with the relevant m<strong>in</strong>istry (as most do<br />

already) and mak<strong>in</strong>g sure that they liase with the relevant branch <strong>of</strong> local<br />

government.<br />

Role <strong>of</strong> government. In all this the role <strong>of</strong> government should be that <strong>of</strong> a<br />

facilitator, prudential regulator, and coord<strong>in</strong>ator, with the aim <strong>of</strong> gett<strong>in</strong>g the<br />

best <strong>for</strong> Cambodia out <strong>of</strong> technical assistance, rather than that <strong>of</strong> detailed<br />

controller.
