academic environment. The 1980s began with hope as Idi Am<strong>in</strong> was driven<br />

out and elections were held. Un<strong>for</strong>tunately civil war followed, the economy<br />

collapsed further and as a result university salaries were eroded to the po<strong>in</strong>t<br />

<strong>of</strong> <strong>in</strong>significance. Makerere salaries were simply too low <strong>for</strong> staff to survive<br />

on; <strong>in</strong>frastructure fell <strong>in</strong>to disrepair, the library could not af<strong>for</strong>d new acquisitions,<br />

science labs had no chemicals or reagents and the quality <strong>of</strong> teach<strong>in</strong>g<br />

decl<strong>in</strong>ed. The academic staff who could f<strong>in</strong>d employment abroad left the<br />

country; those who rema<strong>in</strong>ed were <strong>for</strong>ced to ‘moonlight’ by runn<strong>in</strong>g bus<strong>in</strong>esses,<br />

driv<strong>in</strong>g taxis or tak<strong>in</strong>g a second job, to make ends meet. Needless to<br />

say, there was little ability let al<strong>one</strong> ‘will’ to plan, with<strong>in</strong> this context, <strong>for</strong><br />

Makerere University’s growth.<br />

However, the country was trans<strong>for</strong>med after 1986 under the relatively<br />

stable government <strong>of</strong> President Yoweri Kaguta Museveni through policies<br />

<strong>of</strong> decentralization, liberalization, privatization and deregulation. Makerere<br />

did not return to a position <strong>of</strong> past glories <strong>of</strong> status and respect, but cont<strong>in</strong>ued<br />

to suffer because the country was so impoverished. Makerere was <strong>for</strong>ced<br />

to <strong>in</strong>novate because government support had been eroded through the years<br />

and never rega<strong>in</strong>ed the levels previously enjoyed. Government priority<br />

shifted away from support to tertiary education, as <strong>in</strong> the post-colonial period,<br />

towards primary education and economic recovery <strong>in</strong> the 1990s.<br />

By the early 1990s, Makerere University was at a low po<strong>in</strong>t, witness<strong>in</strong>g<br />

the trans<strong>for</strong>mation <strong>of</strong> the country while suffer<strong>in</strong>g from deficient f<strong>in</strong>anc<strong>in</strong>g.<br />

There<strong>for</strong>e, out <strong>of</strong> desperation and need changes were ushered <strong>in</strong>, which<br />

began the processes <strong>of</strong> trans<strong>for</strong>mation. The highlights <strong>of</strong> these changes <strong>in</strong>cluded:<br />

a dramatic change <strong>in</strong> admission policy; <strong>in</strong>come generation from private<br />

fee-pay<strong>in</strong>g students; a move towards decentralization <strong>of</strong> academic matters<br />

to faculties and <strong>in</strong>stitutes; <strong>in</strong>troduction <strong>of</strong> new demand driven courses;<br />
