The question <strong>of</strong> ‘sovereignty’<br />

It is debatable whether an <strong>in</strong>fr<strong>in</strong>gement <strong>of</strong> sovereignty is a real danger <strong>in</strong><br />

these discussions, legally speak<strong>in</strong>g, s<strong>in</strong>ce the recipient has the option to<br />

reject the deal without risk<strong>in</strong>g be<strong>in</strong>g blown to bits by cannons. In this context,<br />

the term ‘sovereignty’ will have a moral rather than a legal mean<strong>in</strong>g. A<br />

poor person has a sense <strong>of</strong> human dignity, which keeps him or her from<br />

engag<strong>in</strong>g <strong>in</strong> certa<strong>in</strong> acts, no matter how desperate the situation. To representatives<br />

<strong>of</strong> the poor state, the same type <strong>of</strong> limits are drawn <strong>in</strong> the name <strong>of</strong><br />

‘sovereignty’. It is important to note that these limits are def<strong>in</strong>ed by the<br />

countries themselves and that they vary over time and with the sense <strong>of</strong><br />

national dignity and propriety among political leaders on either side <strong>of</strong> the<br />

dialogue.<br />

For many years the Nordic countries were seen as bend<strong>in</strong>g over backwards<br />

<strong>in</strong> order to protect the recipient’s right to choose. In <strong>one</strong> <strong>of</strong> the most famous<br />

dialogues <strong>in</strong> the history <strong>of</strong> Nordic development aid, the Nordic aid<br />

agencies jo<strong>in</strong>tly organised a sem<strong>in</strong>ar <strong>in</strong> 1983 with the Tanzanian government<br />

<strong>in</strong> a gentle ef<strong>for</strong>t to persuade Tanzania to take decisive steps towards<br />

economic re<strong>for</strong>m, <strong>in</strong> the direction suggested by IMF but not necessarily at<br />

the pace prescribed by the IFIs. The Nordic participants came back happy<br />

and relieved after hav<strong>in</strong>g spoken their m<strong>in</strong>ds. But president Nyerere <strong>in</strong>terpreted<br />

the discussion very differently, as unwaver<strong>in</strong>g support <strong>for</strong> his resistance<br />

to mak<strong>in</strong>g up with IMF. This collective learn<strong>in</strong>g experience was a factor<br />

<strong>in</strong> expla<strong>in</strong><strong>in</strong>g the total about-turn <strong>of</strong> the Nordic governments a few<br />

years later, from stay<strong>in</strong>g out <strong>of</strong> the ‘Wash<strong>in</strong>gton Consensus’ <strong>of</strong> the Bank and<br />

the Fund to becom<strong>in</strong>g the most hawkish supporters <strong>of</strong> en<strong>for</strong>c<strong>in</strong>g the SAPs<br />

<strong>in</strong> Africa. This tilt <strong>in</strong> the dialogue mode climaxed <strong>in</strong> 1993–95, when the<br />

Nordics suspended their programme aid and it took a cab<strong>in</strong>et reshuffle to<br />

br<strong>in</strong>g it back on stream aga<strong>in</strong>. 2 Tanzania obliged the donors as the aid relationship<br />

reached its lowest po<strong>in</strong>t <strong>in</strong> thirty years. A jo<strong>in</strong>t commission (the<br />

Helle<strong>in</strong>er Commission) managed to restore the relationship and its rules <strong>of</strong><br />

conduct aga<strong>in</strong>.<br />

Policy dialogues which are <strong>of</strong>ten unproductive are those concern<strong>in</strong>g governance<br />

and human rights. The donor agency 3 may have been <strong>in</strong>structed by<br />

its pr<strong>in</strong>cipal to <strong>in</strong><strong>for</strong>m the recipient side about its <strong>of</strong>ficial position, but <strong>for</strong>eign<br />

aid <strong>in</strong> itself <strong>of</strong>fers <strong>in</strong>sufficient leverage <strong>in</strong> vital policy issues <strong>of</strong> this<br />
