Coord<strong>in</strong>ation, complementarity and coherence <strong>for</strong><br />

Coord<strong>in</strong>ation<br />

Coord<strong>in</strong>ation between donor countries is a must to prevent redundancies<br />

and duplication. For <strong>in</strong>stance, the European Union has a strategy <strong>in</strong> <strong>for</strong>estry.<br />

With<strong>in</strong> the union, every country has its own <strong>for</strong>estry policy under the aegis<br />

<strong>of</strong> its development agency. It goes without say<strong>in</strong>g that there are real risks <strong>of</strong><br />

dissipat<strong>in</strong>g energy and resources with conflicts <strong>of</strong> <strong>in</strong>terest as a result.<br />

There should be particular stress on <strong>in</strong>tensify<strong>in</strong>g coord<strong>in</strong>ation between<br />

embassies <strong>of</strong> donor countries and development agencies <strong>in</strong> the field at the<br />

closest level to the partner country, and at all stages from design<strong>in</strong>g to implement<strong>in</strong>g<br />

and assess<strong>in</strong>g the development programmes by tak<strong>in</strong>g advantage<br />

<strong>of</strong> strategy papers produced by the country. Such an approach goes<br />

hand <strong>in</strong> hand with the decentralization policy that lenders like the World<br />

Bank and the European Union wish to implement.<br />

It is important to re<strong>in</strong><strong>for</strong>ce co-operation between departments and different<br />

aid beneficiary sectors <strong>in</strong> develop<strong>in</strong>g countries. As a matter <strong>of</strong> fact<br />

<strong>in</strong>teraction between sectors must also be taken <strong>in</strong>to account be<strong>for</strong>e assist<strong>in</strong>g<br />

a given sector. For <strong>in</strong>stance, aid <strong>for</strong> palm oil tree development must take<br />

<strong>in</strong>to account the impact <strong>of</strong> such a development on the environment.<br />

Complementarity<br />

Re<strong>in</strong><strong>for</strong>c<strong>in</strong>g complementarity is essential <strong>for</strong> better division <strong>of</strong> work between<br />

various lenders. No fund<strong>in</strong>g <strong>in</strong>stitution can claim excellence <strong>in</strong> all<br />

countries and co-operation sectors. It is there<strong>for</strong>e necessary to share experience<br />

acquired by multilateral and bilateral <strong>in</strong>stitutions as well as <strong>in</strong>ternational<br />

f<strong>in</strong>ancial <strong>in</strong>stitutions to reach a case by case approach whereby tasks<br />

will be distributed with due respect to the primary role <strong>of</strong> the partner country<br />

and the comparative advantages <strong>of</strong> each party.<br />

Coherence<br />

Much more coherence is required between the different political actors <strong>of</strong><br />

development aid geared towards durable development. Ef<strong>for</strong>ts must be made<br />

so that the objectives <strong>of</strong> development policies are taken <strong>in</strong>to account when<br />

design<strong>in</strong>g and implement<strong>in</strong>g policies which affect develop<strong>in</strong>g countries. To<br />

do so systematic and thorough analysis is needed <strong>of</strong> possible side effects <strong>of</strong><br />

measures taken <strong>in</strong> very sensitive areas as well as consideration be<strong>in</strong>g given to<br />

the development issue <strong>in</strong> decision mak<strong>in</strong>g processes with<strong>in</strong> development<br />

agencies.<br />
