<strong>of</strong> develop<strong>in</strong>g countries <strong>in</strong> the global economy and the will to <strong>of</strong>fset<br />

all imbalances.<br />

The development policy <strong>of</strong> International F<strong>in</strong>ancial Institutions (IFIs) and<br />

<strong>of</strong> bilateral aid agencies must there<strong>for</strong>e re<strong>in</strong><strong>for</strong>ce poverty reduction strategies,<br />

with their different dimensions, and aim at consolidat<strong>in</strong>g democratic<br />

process, peace and conflict prevention, development <strong>of</strong> social policies, <strong>in</strong>tegration<br />

<strong>of</strong> social and environmental objectives <strong>in</strong>to programmes <strong>for</strong> macroeconomic<br />

re<strong>for</strong>ms, tak<strong>in</strong>g <strong>in</strong>to account gender issues, re<strong>for</strong>m<strong>in</strong>g or favour<strong>in</strong>g<br />

the advent <strong>of</strong> an adequate <strong>in</strong>stitutional framework, capacity build<strong>in</strong>g<br />

among public and private stakeholders and develop<strong>in</strong>g a preparedness to<br />

counter natural disasters.<br />

Need <strong>for</strong> a consultation framework stress<strong>in</strong>g real equality<br />

between partners<br />

Both beneficiary and donor countries must be able to exchange ideas <strong>in</strong> an<br />

adequate framework <strong>for</strong> mutual ownership on a reciprocal basis. Ownership<br />

by partner countries <strong>of</strong> strategies <strong>for</strong> their development is essential to achieve<br />

success. It must be emphasized that effective <strong>in</strong>volvement <strong>of</strong> all actors (civil<br />

society, private economic stakeholders, governments, development agencies,<br />

embassies etc.) is essential.<br />

To this end, the <strong>in</strong>volvement <strong>of</strong> the largest sections possible <strong>of</strong> the society<br />

must be encouraged to ensure more equity, a share <strong>for</strong> poor people <strong>of</strong><br />

the benefits <strong>of</strong> growth, and the re<strong>in</strong><strong>for</strong>cement <strong>of</strong> the democratic process.<br />

The commitments made by both develop<strong>in</strong>g and <strong>in</strong>dustrialized countries<br />

dur<strong>in</strong>g major United Nations conferences constitute a common reference<br />

framework <strong>for</strong> the type <strong>of</strong> development, which underl<strong>in</strong>es social and human<br />

aspects, and the durable management <strong>of</strong> natural resources and the environment.<br />

The impact <strong>of</strong> an adequate consultation framework on the quality <strong>of</strong><br />

dialogue among partners needs no longer to be expla<strong>in</strong>ed. This dialogue must<br />

ensure cohesion between policies led by a given country and multilateral<br />

and/or bilateral assistance. It must also address the conditions <strong>for</strong> efficient<br />

co-operation aimed specifically at capacity build<strong>in</strong>g and good governance <strong>in</strong><br />

the partner country to ensure transparent and responsible management <strong>of</strong><br />

all resources earmarked <strong>for</strong> development. These parameters must be taken<br />

<strong>in</strong>to account so that resources are allocated <strong>in</strong> such a way that they go to<br />

where there are greater opportunities <strong>for</strong> efficient and durable poverty reduction.
