Public goods<br />
The employment <strong>of</strong> a participatory process that allows all parties to voice<br />
their <strong>in</strong>terests <strong>in</strong> a fair dialogue is also critical <strong>for</strong> the provision <strong>of</strong> public<br />
goods (national or global) such as clean air, counteract<strong>in</strong>g the threat <strong>of</strong><br />
global warm<strong>in</strong>g and the spread <strong>of</strong> HIV/AIDS, etc., <strong>for</strong> which the market<br />
would not otherwise provide. <strong>Development</strong> co-operation policies need to<br />
be assessed through the lens <strong>of</strong> public goods (both national and global),<br />
which are vital <strong>for</strong> people’s well-be<strong>in</strong>g. The under-provision <strong>of</strong> global public<br />
goods can overnight wipe out years <strong>of</strong> development ef<strong>for</strong>ts, as <strong>for</strong> <strong>in</strong>stance,<br />
through f<strong>in</strong>ancial crises or the spread <strong>of</strong> AIDS, which can reverse ga<strong>in</strong>s <strong>in</strong><br />
life expectancy, education, agriculture, and trade. In order to facilitate closer<br />
l<strong>in</strong>kages between domestic policy-mak<strong>in</strong>g and <strong>in</strong>ternational co-operation it<br />
is important that civil society organizations become more systematically<br />
<strong>in</strong>volved, s<strong>in</strong>ce by def<strong>in</strong>ition, public goods are subject to market and government<br />
failures (Kaul and Ryu, 2001). The adequate provision <strong>of</strong> public<br />
goods is essential <strong>for</strong> the effectiveness <strong>of</strong> aid and poverty reduction and calls<br />
<strong>for</strong> a participatory process where all groups – <strong>in</strong>clud<strong>in</strong>g civil society, women,<br />
the poor and the private sector – can express their concerns.<br />
