Build<strong>in</strong>g relationships with others<br />

Build<strong>in</strong>g relationships among stakeholders is key to enabl<strong>in</strong>g genu<strong>in</strong>e dialogue:<br />

these relationships engender commitment and accountability, which<br />

<strong>in</strong> turn can prompt people to make courageous decisions and take significant<br />

risks <strong>for</strong> each other’s sake. Yet relationship build<strong>in</strong>g among stakeholders,<br />

while obviously important, is problematic. Should stakeholders develop their<br />

relationships <strong>in</strong>strumentally, as a project tool? If relationship build<strong>in</strong>g is not<br />

<strong>in</strong>strumental, should stakeholders develop relationships anyway, <strong>for</strong> the sake<br />

<strong>of</strong> the relationship itself?<br />

<strong>Dialogue</strong> <strong>in</strong> <strong>in</strong>ternational development embodies a tricky comb<strong>in</strong>ation<br />

<strong>of</strong> project means and ends. While dialogue is normally a desirable means to<br />

implement a project, it can also <strong>in</strong>fluence the ends <strong>of</strong> the project through<br />

the processes <strong>of</strong> praxis (action and reflection). <strong>Dialogue</strong> itself can be <strong>in</strong>strumental<br />

because it can contribute to effective and efficient project implementation.<br />

Yet, dialogue cannot occur between persons who deal with others<br />

<strong>in</strong>strumentally, <strong>for</strong> dialogue is not imposition.<br />

<strong>Dialogue</strong> <strong>in</strong>vites us to th<strong>in</strong>k critically about our dichotomous understand<strong>in</strong>g<br />

<strong>of</strong> relationships among stakeholders with different <strong>in</strong>terests: disagreement<br />

does not necessarily destroy these relationships. We can disagree while also<br />

ma<strong>in</strong>ta<strong>in</strong><strong>in</strong>g the relationship.<br />

The relationship, developed through dialogue, also facilitates dialogue. A<br />

challenge <strong>for</strong> practiti<strong>one</strong>rs is to ma<strong>in</strong>ta<strong>in</strong> or even deepen the relationships<br />

among stakeholders while simultaneously convey<strong>in</strong>g necessary <strong>in</strong><strong>for</strong>mation<br />

to them even when that <strong>in</strong><strong>for</strong>mation does not reflect their op<strong>in</strong>ion. Once<br />

the relationship is built, stakeholders as well as practiti<strong>one</strong>rs can talk about<br />

conflict<strong>in</strong>g issues <strong>in</strong> a car<strong>in</strong>g manner without destroy<strong>in</strong>g the relationship.<br />

Any small <strong>in</strong>teractions among stakeholders can contribute to build<strong>in</strong>g the<br />

relationship that becomes the foundation <strong>for</strong> dialogue. Practiti<strong>one</strong>rs, there<strong>for</strong>e,<br />

should not underestimate the value <strong>of</strong> ord<strong>in</strong>ary conversations with<br />

stakeholders as the relationship cannot be built either quickly or<br />

<strong>in</strong>strumentally.<br />

Expect<strong>in</strong>g the unexpected<br />

One <strong>of</strong> the most critical events associated with the IIRP was the emotional<br />

response I received from the Ishigaki islanders when I <strong>in</strong>troduced our project<br />

plan to them. The response was totally unexpected. Luckily, I managed to<br />

handle it with the help <strong>of</strong> an islander’s suggestion. That event <strong>for</strong>med the<br />

relationship between the stakeholders (the study group and the islanders)<br />

and shaped the characteristics <strong>of</strong> the project to a great extent. It underscores<br />

the fact that deal<strong>in</strong>g productively with the unexpected can require significant<br />

changes <strong>in</strong> a project.
