we <strong>in</strong> our own contexts had to build bridges between micro and macro<br />
analysis and not preach anyth<strong>in</strong>g we did not practise ourselves.<br />
This dialogue took place over some years and we learnt a lot, but un<strong>for</strong>tunately<br />
it has not been possible to br<strong>in</strong>g it <strong>for</strong>ward <strong>in</strong> spite <strong>of</strong> all the important<br />
agreements and <strong>for</strong>ward look<strong>in</strong>g strategies. The ma<strong>in</strong> reason is that the<br />
Zimbabwean organisation lost their founder and leader and my organisation<br />
which I left four years ago has not had the possibility to <strong>in</strong>vest the time<br />
and strength needed to br<strong>in</strong>g such an experiment <strong>for</strong>ward. <strong>Dialogue</strong> takes<br />
time and a susta<strong>in</strong>able will<strong>in</strong>gness to listen, to learn and review <strong>you</strong>r own<br />
th<strong>in</strong>k<strong>in</strong>g. In a result-oriented world it is difficult to f<strong>in</strong>d that time, but dur<strong>in</strong>g<br />
the time I was <strong>in</strong>volved <strong>in</strong> development co-operation I do not th<strong>in</strong>k I<br />
have ever tried anyth<strong>in</strong>g as important as this dialogue project.<br />
<strong>Dialogue</strong> as development advocacy<br />
<strong>Development</strong> is a concept which can mean many th<strong>in</strong>gs and obviously means<br />
different th<strong>in</strong>gs to people depend<strong>in</strong>g on who is try<strong>in</strong>g to def<strong>in</strong>e it. National<br />
governments, <strong>in</strong>ternational f<strong>in</strong>ancial <strong>in</strong>stitutions, churches, people’s movements,<br />
environmental groups etc have their own <strong>in</strong>terpretation <strong>of</strong> susta<strong>in</strong>able<br />
development.<br />
It is important to accept this and try to enter <strong>in</strong>to a dialogue to <strong>in</strong>crease<br />
our understand<strong>in</strong>g while be<strong>in</strong>g prepared to review our own understand<strong>in</strong>g.<br />
In the beg<strong>in</strong>n<strong>in</strong>g <strong>of</strong> 1996 the Church <strong>of</strong> Sweden made such an attempt<br />
by <strong>in</strong>vit<strong>in</strong>g high representatives <strong>of</strong> the World Bank to visit Tanzania and our<br />
sister church The Evangelical Lutheran Church <strong>of</strong> Tanzania (ELCT). A personal<br />
<strong>in</strong>vitation was made by the Swedish Archbishop to the Manag<strong>in</strong>g Director<br />
<strong>of</strong> the World Bank, the Executive Director <strong>for</strong> the Nordic and Baltic<br />
countries and the members <strong>of</strong> staff at the Bank responsible <strong>for</strong> East Africa.<br />
A consultation called The Arusha Consultation was held <strong>for</strong> <strong>one</strong> week, <strong>in</strong>clud<strong>in</strong>g<br />
sem<strong>in</strong>ars and discussions as well as field visits to expose the tough<br />
reality under which so many poor people live. Host <strong>for</strong> the visit was the<br />
Bishop <strong>of</strong> ELCT. The week ended with an open conference on Structural<br />
Adjustment <strong>in</strong> Tanzania <strong>in</strong> which Tanzanian government <strong>of</strong>ficials also took<br />
part.<br />
The idea was to discuss and share views and experiences based on our<br />
different roles and from different perspectives and f<strong>in</strong>d out how much we<br />
had <strong>in</strong> common and where it was not possible to meet. The background was<br />
<strong>of</strong> course the <strong>in</strong>tense criticism <strong>of</strong> the structural adjustment programmes<br />
from churches <strong>in</strong> Africa and their demand to replace them with someth<strong>in</strong>g<br />
meet<strong>in</strong>g the needs <strong>of</strong> the poor, their demand <strong>for</strong> debt cancellation and a<br />
democratisation <strong>of</strong> the f<strong>in</strong>ancial <strong>in</strong>stitutions. The other important theme<br />
was people’s participation and how to achieve that.<br />
It was a good meet<strong>in</strong>g with lots <strong>of</strong> time and opportunity to discuss and to<br />
listen to each other. The meet<strong>in</strong>g ended <strong>in</strong> a mutual understand<strong>in</strong>g <strong>of</strong> the
