International IDEA’s Experience with Democracy<br />

Introduction<br />
<strong>Dialogue</strong> and partnership have become pert<strong>in</strong>ent tenets <strong>of</strong> the philosophy<br />
and methodology <strong>of</strong> development assistance agencies s<strong>in</strong>ce the beg<strong>in</strong>n<strong>in</strong>g <strong>of</strong><br />
the 1990s. Currently both bilateral and multi-lateral agencies/organizations<br />
describe dialogue as the ma<strong>in</strong> tenet <strong>of</strong> their development assistance<br />
approach. <strong>Dialogue</strong> as a method assumes that there is a partner to work<br />
with. The language and approach <strong>of</strong> dialogue and partnership however has<br />
fundamental implications on the traditional approach <strong>of</strong> development assistance.<br />
It requires a significant paradigm shift from def<strong>in</strong><strong>in</strong>g the needs, the<br />
objectives and implementation <strong>of</strong> a development assistance project/<br />
programme on behalf <strong>of</strong> the target group to work<strong>in</strong>g with the latter <strong>in</strong><br />
def<strong>in</strong><strong>in</strong>g their needs, project design and implementation. In this context,<br />
dialogue and partnership have empowerment <strong>of</strong> the target group and<br />
susta<strong>in</strong>ability <strong>of</strong> the project/programme activity as the ma<strong>in</strong> philosophy and<br />
goals <strong>of</strong> development assistance. The challenge however, is that <strong>of</strong> translat<strong>in</strong>g<br />
the dialogue philosophy and methodology <strong>in</strong>to practice.<br />
This essay shares the experience <strong>of</strong> International IDEA2 <strong>in</strong> promot<strong>in</strong>g<br />
susta<strong>in</strong>able democracy <strong>in</strong> develop<strong>in</strong>g countries. The experiences are based<br />
on practical exposure try<strong>in</strong>g to apply a dialogue and participatory methodology<br />
<strong>in</strong> the field. From the beg<strong>in</strong>n<strong>in</strong>g IDEA recognized that democracy is<br />
a value-laden concept. The def<strong>in</strong>ition, challenges, choice <strong>of</strong> <strong>in</strong>stitutions, the<br />
re<strong>for</strong>m process and practice <strong>of</strong> democracy will differ from <strong>one</strong> country to<br />
another and with<strong>in</strong> each country actors will have different views, goals and<br />

<strong>in</strong> the elaboration <strong>of</strong> International IDEA’s dialogue <strong>for</strong> democratic development programmes<br />
s<strong>in</strong>ce 1998.<br />
