<strong>of</strong> questions and concerns with respect to participatory policy dialogue and<br />
conditionality, such as:<br />
Is PRSP dialogue (and participation) active or token, s<strong>in</strong>ce PRSPs are<br />
dependent on an external approval process (<strong>in</strong>clud<strong>in</strong>g when there are<br />
exist<strong>in</strong>g parliaments) <strong>in</strong>stead <strong>of</strong> the envisi<strong>one</strong>d country-owned process<br />
subject to country-led approval?<br />
Is haste/consultation trade-<strong>of</strong>f (due to PRSP l<strong>in</strong>ks to decisions on debt<br />
<strong>for</strong>giveness) limit<strong>in</strong>g the time given to consultation with all stakeholders<br />
– <strong>in</strong>clud<strong>in</strong>g civil society, the poor, women, and the private sector – and<br />
thereby <strong>in</strong>hibit<strong>in</strong>g the essential broad national ownership?<br />
Is the presence <strong>of</strong> conditionality <strong>in</strong> the PRSP process consistent with the<br />
concepts <strong>of</strong> local ownership and partnership with a borrower? How does<br />
conditionality relate to policy dialogue? Does conditionality replace or<br />
enhance policy dialogue?<br />
How will the ambiguous relationship between PRSP and the macroeconomic<br />
imperative, which is translated <strong>in</strong> the establishment <strong>of</strong> parallel<br />
negotiat<strong>in</strong>g mechanisms <strong>for</strong> WB and IMF disbursement, be resolved?<br />
Ownership with participation – the need <strong>for</strong> <strong>in</strong>clusion<br />
and consensus build<strong>in</strong>g<br />
Policies that are imposed from outside may be grudg<strong>in</strong>gly accepted on a<br />
superficial basis, but will rarely be implemented as <strong>in</strong>tended. The role <strong>of</strong><br />
dialogue between recipients and donors is thus very important <strong>for</strong> the communication<br />
<strong>of</strong> concerns, the understand<strong>in</strong>g <strong>of</strong> challenges, and <strong>for</strong> establish<strong>in</strong>g<br />
transparency about processes. Inclusion <strong>in</strong> the process <strong>of</strong> design and<br />
programm<strong>in</strong>g (and not only implementation) fosters ownership and commitment<br />
as opposed to exclusion which can lead to resentment based on<br />
alienation. Involv<strong>in</strong>g recipients <strong>in</strong> the process <strong>of</strong> discuss<strong>in</strong>g change <strong>in</strong>fluences<br />
and reshapes their ways <strong>of</strong> th<strong>in</strong>k<strong>in</strong>g. It encourages recipients to develop<br />
their analytic capacities and <strong>in</strong>creases their confidence <strong>in</strong> their ability<br />
to use them. Moreover, <strong>in</strong> order to achieve the desired national commitment<br />
and ownership, the <strong>in</strong>itiated policy dialogue must be participatory.<br />
Policy dialogue cannot be just a matter <strong>of</strong> negotiations between a donor<br />
and the government. It must reach deeper <strong>in</strong>volv<strong>in</strong>g all groups <strong>of</strong> society<br />
<strong>in</strong>clud<strong>in</strong>g civil society, the private sector, women and the poor. The universal<br />
marg<strong>in</strong>alisation <strong>of</strong> women <strong>in</strong> decision-mak<strong>in</strong>g, <strong>for</strong> <strong>in</strong>stance, has left their<br />
concerns unheard, thus significantly hamper<strong>in</strong>g the development process.<br />
Foster<strong>in</strong>g consultation with all stakeholders is a pr<strong>in</strong>cipal objective <strong>in</strong> policy<br />
dialogue <strong>in</strong> order to ensure the <strong>in</strong>corporation <strong>of</strong> all parties’ <strong>in</strong>terests. Only<br />
by <strong>in</strong>volv<strong>in</strong>g all societal groups, can the process <strong>of</strong> strategy <strong>for</strong>mulation elicit<br />
the commitment and long-term <strong>in</strong>volvement that is necessary <strong>for</strong> development<br />
to be susta<strong>in</strong>able.
