Tw<strong>in</strong>n<strong>in</strong>g as a means <strong>of</strong> capacity development — explanatory note<br />

Tw<strong>in</strong>n<strong>in</strong>g <strong>in</strong> the vocabulary <strong>of</strong> development co-operationmeans that an<br />

organisation – <strong>in</strong> a donor country – is paired with its equivalent <strong>in</strong> a partner<br />

country with the aim <strong>of</strong> strengthen<strong>in</strong>g the <strong>in</strong>stitutional development <strong>of</strong> the<br />

organisation <strong>in</strong> the latter. The <strong>in</strong>stitutional strengthen<strong>in</strong>g takes place through<br />

a comb<strong>in</strong>ation <strong>of</strong> exchange <strong>of</strong> staff, tra<strong>in</strong><strong>in</strong>g, short-term and long-term advisers,<br />

study tours etc.<br />

The basic idea beh<strong>in</strong>d the tw<strong>in</strong>n<strong>in</strong>g arrangement is that the two ‘sisterorganizations’<br />

should have a high degree <strong>of</strong> similarity <strong>in</strong> mandate, role <strong>in</strong><br />

society, functions and responsibilities. The staff should be able to meet as<br />

pr<strong>of</strong>essionals with a common basis <strong>of</strong> knowledge and pr<strong>of</strong>essional culture. In<br />

a successful tw<strong>in</strong>n<strong>in</strong>g project a high degree <strong>of</strong> mutual confidence is developed,<br />

mak<strong>in</strong>g it possible <strong>for</strong> the ‘donor tw<strong>in</strong>’ to also identify and discuss<br />

sensitive development issues.<br />

Tw<strong>in</strong>n<strong>in</strong>g has been used by Sida s<strong>in</strong>ce the 1980s as a means <strong>for</strong> capacity<br />

development <strong>in</strong> strengthen<strong>in</strong>g/build<strong>in</strong>g government <strong>in</strong>stitutions <strong>in</strong> the South.<br />

The Swedish <strong>in</strong>stitutions <strong>in</strong>volved <strong>in</strong> the tw<strong>in</strong>n<strong>in</strong>g projects have been <strong>in</strong>ter<br />

alia the Central Bureau <strong>of</strong> Statistics Sweden, the Swedish Tax Authority,<br />

the Swedish Auditor General, and the Swedish National Police Board and<br />

Swedish University departments.<br />

Tw<strong>in</strong>n<strong>in</strong>g as a concept has been broadened and is now also used to characterize<br />

co-operation <strong>in</strong> other fields than government <strong>in</strong>stitutions. Co-operation<br />

between municipalities <strong>in</strong> developed countries and tw<strong>in</strong> municipalities <strong>in</strong><br />

other parts <strong>of</strong> the world sometimes falls under this head<strong>in</strong>g.<br />

Tw<strong>in</strong>n<strong>in</strong>g has proved successful <strong>for</strong> build<strong>in</strong>g pr<strong>of</strong>essional capacity <strong>in</strong><br />

an organisation either to create a basis <strong>for</strong> organisational changes or<br />

organisational development or as direct <strong>in</strong>put <strong>in</strong>to on-go<strong>in</strong>g organisational<br />

development. Tw<strong>in</strong>n<strong>in</strong>g seems to have been less successful as a method <strong>for</strong><br />

management development or the change/development <strong>of</strong> managerial or adm<strong>in</strong>istrative<br />

systems.<br />

a David and Goliath situation. The NSC has a permanent staff <strong>of</strong> 54 persons<br />

while SCB has over 1,200. NSC (<strong>in</strong>clud<strong>in</strong>g its predecessors) is a <strong>you</strong>ng<br />

organisation while SCB is the world’s oldest national statistical <strong>in</strong>stitute.<br />

However, even though the partners are very different they share many <strong>of</strong><br />

the problems encountered by national statistical <strong>in</strong>stitutes all over the<br />

world.<br />

The objectives<br />

The ultimate objective on a national level <strong>for</strong> the project is to support the<br />

NSC to develop a well function<strong>in</strong>g statistical system, capable <strong>of</strong> produc<strong>in</strong>g<br />

statistics <strong>in</strong> the different areas required. To fulfil the ambitions stated as<br />

national objectives, the NSC has to:
