‘sure’ <strong>of</strong> how to deliver it; ‘development’ after all is now a university degree<br />

complete with masters and doctorates and journals, not <strong>for</strong>gett<strong>in</strong>g laptops<br />

and <strong>in</strong>ternational bus<strong>in</strong>ess travel. Evaluation, the art <strong>of</strong> attribut<strong>in</strong>g value, has<br />

become a precise and <strong>in</strong>dependent <strong>in</strong>strument <strong>for</strong> measur<strong>in</strong>g the return on<br />

<strong>in</strong>ternational ef<strong>for</strong>t and terms like competence and commitment are <strong>of</strong>ten<br />

used to describe the collective capacity <strong>of</strong> whole populations to absorb ‘important’<br />

lessons <strong>for</strong> change.<br />

There is noth<strong>in</strong>g wrong with try<strong>in</strong>g to develop knowledge and with try<strong>in</strong>g<br />

to f<strong>in</strong>d our way around problems; <strong>in</strong>deed, the two go very much together.<br />

But there does seem to be someth<strong>in</strong>g not quite right when knowledge<br />

beg<strong>in</strong>s to be presented with the k<strong>in</strong>d <strong>of</strong> certa<strong>in</strong>ty that neither expects,<br />

recognizes or respects the collective ability to doubt. Doubt<strong>in</strong>g is about<br />

be<strong>in</strong>g able to call <strong>in</strong>to question, about express<strong>in</strong>g concern and be<strong>in</strong>g unsure;<br />

about mistrust and be<strong>in</strong>g undecided; about not be<strong>in</strong>g conv<strong>in</strong>ced. Not be<strong>in</strong>g<br />

conv<strong>in</strong>ced does not mean that people are ‘unknowledgeable’ or ‘pathologically<br />

resistant to change’; rather it just means that there are other arguments<br />

<strong>in</strong> circulation, other versions and places from where people can talk. We are<br />

not ‘not conv<strong>in</strong>ced’ because we are nowhere and wait<strong>in</strong>g to be persuaded<br />

<strong>in</strong>to be<strong>in</strong>g somewhere; rather we are ‘not conv<strong>in</strong>ced’ because where we are,<br />

the versions that are circulat<strong>in</strong>g and with<strong>in</strong> which we f<strong>in</strong>d ourselves are<br />

other <strong>one</strong>s.<br />

Thus, my start<strong>in</strong>g po<strong>in</strong>t <strong>for</strong> th<strong>in</strong>k<strong>in</strong>g about dialogue or conversation is<br />

social or, better still, <strong>in</strong>ter-social; certa<strong>in</strong>ly not <strong>in</strong>dividual or <strong>in</strong>terpersonal.<br />

When two people meet to converse, they have available to them all the<br />

other conversations and potential conversations <strong>in</strong> which they have found<br />

themselves, separately or together, and with<strong>in</strong> which they can position themselves<br />

along with a vast variety <strong>of</strong> known and unknown others. When people<br />

com<strong>in</strong>g from a variety <strong>of</strong> different sett<strong>in</strong>gs meet to converse, so the<br />

variety grows and grows. Increas<strong>in</strong>gly <strong>in</strong> aid relationships there is concern to<br />

broaden the number <strong>of</strong> different voices present <strong>in</strong> the discussion <strong>of</strong> what<br />

has taken or might take, place and there are even special techniques <strong>for</strong><br />

do<strong>in</strong>g so (Cornwall, 2000). But this is <strong>of</strong> little avail if the root conversation<br />

does not allow <strong>for</strong> disagreement or debate and if such broaden<strong>in</strong>g is seen as<br />

simply <strong>one</strong> more stage <strong>in</strong> project implementation. <strong>Dialogue</strong> does not happen<br />

because two or more people open their mouths, mak<strong>in</strong>g sounds and<br />

gestures, but because people seek to ‘con-verse’ and are able to f<strong>in</strong>d themselves<br />

<strong>in</strong> the same talk, mov<strong>in</strong>g through time and space, sometimes present<br />

and sometimes not. To seek to connect with the various implicated others<br />

<strong>in</strong> a way that is open <strong>in</strong> terms <strong>of</strong> results is to seek dialogue; <strong>for</strong> <strong>in</strong> the ‘convers<strong>in</strong>g’<br />

anyth<strong>in</strong>g can happen. The alternative is monologue, <strong>in</strong> all its varieties<br />

and <strong>for</strong>ms. F<strong>in</strong>d<strong>in</strong>g each other <strong>in</strong> talk, f<strong>in</strong>d<strong>in</strong>g the ‘con-verse’, can imply<br />

work<strong>in</strong>g with<strong>in</strong> and across exist<strong>in</strong>g repertoires or build<strong>in</strong>g new <strong>one</strong>s and it<br />

is the second that, almost by def<strong>in</strong>ition, characterizes the search <strong>for</strong> dialogue<br />

<strong>in</strong> the development arena.
