Testing <strong>of</strong> split specimens at the employee's request are at the expense <strong>of</strong> the<br />
employee. excepting when test was initiated under the reasonable suspicion or<br />
post accident requirements, as defined in Sections 8.2, and 8.3 <strong>of</strong> this policy.<br />
8.0 TESTING CATEGORIES<br />
All safety-sensitive employees are subject to the following testing requirements,<br />
as defined in Title 49 <strong>of</strong> the Code <strong>of</strong> I=ederal Regulations. However. where so<br />
noted, any STI employee may be subject to a specific testing procedure.<br />
8.1 PRE-EMPLOYMENT TESTING<br />
All safety-sensitive position candidates sha ll undergo urine drug testing prior to<br />
hire or transfer into a safety-sensitive position. Receipt by STI <strong>of</strong> a negative drug<br />
test result is required prior to the <strong>of</strong>fer for employment being effectuated. Failure<br />
<strong>of</strong> a pre-employment drug test will disqualify a candidate for employment with<br />
STI.<br />
Pre ~Tran sfe r: A pre-employment test will also be performed anytime an<br />
employee's status chang.es from non safety ~sensitive to safety-sensitive.<br />
Return From Leave: A pre-employment test will also be performed anytime<br />
an employee's safety ~sens itive status is held dormant for any period exceeding<br />
ninety (90) days.<br />
8.2 REASONABLE SUSPICION TESTING<br />
All STI employees may be subj ect to a reasonable suspicionlfitness for duly<br />
evaluation, and urine and/or breath testing when there are rea sons to<br />
believe that drug or alcohol use is adversely affecting job performance. A<br />
reasonable suspicion referral for testing w ill be made on the basis <strong>of</strong><br />
documented obj ective facts and circumstances, which are consistent with<br />
the shortRterm effects <strong>of</strong> substance abu se or alcohol misuse. One or more <strong>of</strong><br />
the following guidelines are observed for determining reasonable<br />
suspicionlfitness for duty testing:<br />
1) Physical signs and symptoms_ consistent with prohibited substance<br />
use or alcohol misuse.<br />
2) Evidence <strong>of</strong> the manuf?dure, distribution, dispensing, possession,<br />
or use <strong>of</strong> controlled substances, drugs, alcohol, or other prohibited<br />
substances.<br />
. 3) Occurrence <strong>of</strong> a serious or potentially serious accident or incident<br />
that may have been caused by prohibited substance abuse or<br />
alcohol misuse.<br />
