The applicant stated that at least one rate card is posted in each vehicle. These rates are
higher than taxicab fares charged by San Gabriel Transit. Inc. DBA Bell Cab and People's
Taxi which are currently operating in the City of Glendale. Please see the comparative
matrix shown in Exhibit B for a comparison of rates and number of vehicle permits with
existing providers. The applicant has certified thai all taxicabs are equipped with a taximeter
that is in compliance with Sections 5.84.200 through 5.84.230 of the GMC.
5. Experience (GMC 5.84. 090.B.6)
G&S Transit Management has been operating City Cab in the City of Glendale since 1995.
The applicant has been in business since 1994. The president of the company, Timmy
Mardirossian, has extensive experience in taxicab and other types of public transportation
services and has worked in transportation management positions since 1991. G&S Transi t
Management is currently licensed to operate taxicab service in cities within Los Angeles
County (Los Angeles, Burbank and Pasadena). Mr. Mardirossian is also the president of Tri­
City Transportation Systems, Inc., which operates Checker Cab and Yellow Cab. He is also
the president of San Gabriel Transit, Inc., that operates Bell Cab.
6. Insurance (GMC 5.84.380)
If G&S Transit Management, Inc. DBA City Cab is approved for renewal of an owner's
permit to operate taxicab vehiCles within the City of Glendale, proof of insurance will be
subject to the review and approval by the City of Glendale's Risk Management office.
7. Training
G&S Transit Management, fnc. DBA City Cab has an extensive training prograrn for its
drivers (including training for new drivers), dispatchers, and Customer Service
Representative. City Cab's comprehensive training program for its drivers include driver and
passenger safety focusing on proper use of safety belts, child safety restraints, safe driving
speeds, turning maneuvers, following distances, weather conditions, defensive driving,
sensitivity and empathy training, and highway driving, as well as sensitivity/disability
awareness. Employees that have contact with the public must undergo customer service
training.
The applicant has supplied the City of Glendale with a copy of its operating plan, which
addresses among others the following subjects: driver screening, vehicle dispatching, and
vehicle maintenance, in addition to safety procedures, training and substance abuse
programs.
Drivers are tested for drugs and alcohol, and a drug free workplace is part of the orientation
curriculum. Dispatchers must undergo forty hours of on-the-job training which includes an
ovetvlew of taxicab service policies and procedures, map reading, automated and manual
