Please be advised that I represent G&S Transit Management, Inc" a California corporation, dba<br />

<strong>City</strong> Cab ("0&3"), which js the current holder <strong>of</strong> fIfteen (15) Taxicab Owners' Permits<br />

("Penni Is") ill the <strong>City</strong> <strong>of</strong> <strong>Glendale</strong>, California. This shall serve as an appeal from the<br />

determination <strong>of</strong> the Traffic and Transportation Conunission <strong>of</strong>lhe <strong>City</strong> <strong>of</strong> <strong>Glendale</strong> (hereinafter<br />

referred to as "Commission"), taken all January 25, 20 10. Tlus appeal is made pursuant to<br />

SectiollS 5.84. 115 and 2.88 aflhe <strong>Glendale</strong> Municipal Code.<br />

Tlus appeal is brought on the grounds that the Conurussioll failed to give due consideration to all<br />

<strong>of</strong> the facts and recommendations <strong>of</strong> staff, and denied G & S a renewal <strong>of</strong> its Permits for the five<br />

(5) year period pennitled under the <strong>Glendale</strong> Municipal Code, and recommended by staff, and<br />

which den ial was inconsistellt with the past pnlctiecs <strong>of</strong> the Commission andlol' the <strong>City</strong> Council<br />

<strong>of</strong> the <strong>City</strong> <strong>of</strong> <strong>Glendale</strong>.<br />

In addition, the appli cation and business plan snbmitted to lhe <strong>City</strong> by G & S called for a<br />

systematic, and continual replacement <strong>of</strong> current taxicab vchicles with upMto-date "green"<br />

vehicles. The plan was hased on a period <strong>of</strong> fi ve (5) years, based upon a Dve (5) year renewal <strong>of</strong><br />

the Permits, which is permitted under the <strong>Glendale</strong> Municipal Code, and which has been the past<br />

practice <strong>of</strong> the 90mmission aDd/ol' the <strong>City</strong> Council. Th..iswas denied by the COtlunissioJl in its<br />

decision on G & S's application. It will be difficult to accomplish this plan in less than five (5)<br />

years.<br />

Further, the CommissiOll indicated its intent to sholi'en future renewals so that all permit§ would<br />

expire on the same date. This will create fulther hardships in upgrading fleets and is a major<br />

policy sbift by the Commission, as opposed to the <strong>City</strong> Council.<br />
