SUMMARY<br />
The applicant, G&S Transit Management, Inc. DBA <strong>City</strong> Cab, has been in business since 1994,<br />
and currently holds permits to operate taxicabs in many other cities within Southern California.<br />
The applicant appears to have established himself in the community. The Company is in full<br />
compliance with insurance requirements and the <strong>City</strong> is satisfied with the applicant's service to<br />
date.<br />
The applicant is seeking 10 renew permits for fifteen (15) vehicles already operating in <strong>Glendale</strong>.<br />
In the opinion <strong>of</strong> <strong>City</strong> slaff, the applicant submitted adequate evidence to show that renewing the<br />
permits for 15 <strong>City</strong> Cab taxis would be appropriate at this time.<br />
Currently, the <strong>City</strong> <strong>of</strong> <strong>Glendale</strong> has a taxicab cap <strong>of</strong> 82; thus no more than 82 taxicabs are<br />
allowed to legally operate in the <strong>City</strong> at one·time, unless the Transportation & Parking<br />
Commission (TPC) or <strong>City</strong> Council alters the cap. At this time, 81 taxicabs have received<br />
permits to operate in the <strong>City</strong>.<br />
Since <strong>City</strong> Cab wishes 10 renew permits to operate fifteen (15) vehicles in <strong>Glendale</strong>, and not<br />
increase Iheir fleet in the <strong>City</strong>, and since they are in good standing, slaff respectfully<br />
recommends that the Transportalion & Parking Commission approve the application for renewal<br />
<strong>of</strong> an owner's permit to operate 15 taxicab vehicles in <strong>Glendale</strong> by G&S Transit Management,<br />
Inc. DBA CIIy Cab. A motion is attached for the Commission's consideration.<br />
BACKGROUND<br />
On July 23, 2009, the <strong>City</strong> Clerk's Office received a renewal application for an owner's permit by<br />
G&S Transit Management, Inc. DBA <strong>City</strong> Cab, 7955 San Fernando Road, Sun Valley, CA<br />
9135210 operate fifteen (15) laxicab vehicles in <strong>Glendale</strong>. The applicant submitted an<br />
application to the <strong>City</strong> Clerk within the window specified in the <strong>Glendale</strong> Municipal Code (GMC).<br />
The following is an evaluation <strong>of</strong> G&S Transit Management, Inc. DBA <strong>City</strong> Cab's application for<br />
an owner's permit in accordance with Chapter 5.84 <strong>of</strong> the GMC.<br />
1. Applicant Information (GMC 5.B4.090.B.1 )<br />
G&S Transit Management, Inc. DBA <strong>City</strong> Cab is a duly incorporated business in the State <strong>of</strong><br />
California. The applicant has provided a certificate <strong>of</strong> domestic slock ownership and a<br />
current certificate <strong>of</strong> good standing issued by the California Secretary <strong>of</strong> State, which has<br />
been verified by <strong>City</strong> staff.<br />
2. Business AddressNehlcle Storage (GMC 5.84.090.B.2 and 5.84.090.8.5)<br />
The application states that the business address is 7955 San Fernando Road, Sun Valley,<br />
CA 91352. The dispatch <strong>of</strong> the vehicles will lake place at this business location. The<br />
vehicles are individually owned by the drivers and are therefore not stored at this location.<br />
3. Color Scheme/Logo (GMC 5.84.090.B.41<br />
The color scheme <strong>of</strong> the vehicles is black and yellow. The vehicles are black with a yellow<br />
ro<strong>of</strong>, hood and trunk. The lettering is white indicating ·CITY CAB~ across the driver's side <strong>of</strong><br />
the vehicle. Vehicle numbers is also indicated in a white color and located on front quarter<br />
panel <strong>of</strong> the vehicle on the driver's side. The telephone number is on the rear quarter panel<br />
and the toll-free number is marked on the trunk <strong>of</strong> the vehicle. The applicant 11as had this<br />
color scheme since the TPC approved their application in 1995. At Ihis time no other
