When factor (a) and (b) above are relatively equal, the<br />
opportunity for promotion will be awarded to the senior<br />
Employee.<br />
An Employee's past record will be considered as part <strong>of</strong> the promotion<br />
decision.<br />
19.05 ASSESSMENT OF APPLICANTS<br />
The General Manager <strong>of</strong> Human Resources and the Department Head or<br />
designate concerned will decide jointly on the need for an assessment for<br />
the purpose <strong>of</strong> determining qualified applicants for the position.<br />
Assessment may take the form <strong>of</strong> written test(s), practical/physical/skill<br />
tests, interview panel or any combination there<strong>of</strong> to ensure applicants are<br />
assessed for the qualifications and skills considered most important to the<br />
position.<br />
For any assessment used to measure the knowledge, skill and ability to<br />
perform the job then:<br />
(1) Applicants shall be given reasonable notice <strong>of</strong> the assessment<br />
date(s)<br />
(2) Applicants shall be apprised <strong>of</strong> the general nature <strong>of</strong> the subject<br />
matter upon which they will be assessed<br />
(3) Applicants shall be notified in advance, what is expected as a<br />
passing grade<br />
(4) Reasonable steps shall be taken to ensure that all applicants are<br />
assessed under similar circumstances<br />
(5) The content <strong>of</strong> the assessment(s) must be relevant to the<br />
knowledge, skills, duties and abilities required to do the job<br />
Where interviews are held:<br />
(1) At least two (2) members <strong>of</strong> management shall be present during<br />
all interviews<br />
(2) Interview questions and responses shall be recorded to the degree<br />
that this is possible<br />
(3) Questions must be relevant to the qualifications necessary to do<br />
the job<br />
