Temporary requirements may be met by the company for a<br />
maximum <strong>of</strong> sixty (60) working days, then the temporary<br />
requirement will be posted and filled in accordance with the<br />
provisions in article 19.01. Where it is expected that a temporary<br />
vacancy will be greater than sixty (60) days and which the employer<br />
intends to fill such vacancy the employer will post this vacancy in<br />
accordance with 19.03. It is further agreed that any subsequent<br />
vacancies may be posted at the employer's discretion.<br />
An Employee who requests to be returned to their former position<br />
shall not prejudice their applications for future promotions or<br />
transfers.<br />

In the event that an Employee covered by this agreement takes up<br />
a full-time position with the <strong>Union</strong>, then in such cases, he shall<br />
retain his seniority previously acquired and shall have added<br />
thereto the seniority while serving in such capacity.<br />
Provided that the promoted/appointed employee vacates the<br />
position either through exercising his/her reversion rights under<br />
Article 19.13(a) or is promoted to another position or resigns from<br />
the <strong>City</strong> within six (6) months <strong>of</strong> starting his/her duties in the new<br />
position (i.e. either through promotion or appointment), the next<br />
successful candidate to the original job posting (provided one<br />
exists) shall be <strong>of</strong>fered the position without the requirement to<br />
repost the job.<br />
19.14 The intent <strong>of</strong> this article is to maintain the integrity and on-going viability <strong>of</strong><br />
the winddown program that provides a transitional period <strong>of</strong> employment,<br />
after retirement from full-time service, respecting the individual work-life<br />
balance priorities <strong>of</strong> the employees.<br />
To qualify for the winddown program, an employee must have a minimum<br />
<strong>of</strong> ten (10) years <strong>of</strong> service as a full time HSR employee.<br />
The following conditions form the basic structure <strong>of</strong> the wind-down<br />
program:<br />
