to sign on a blank space but may sign to replace a spare man who<br />
is on vacation. In the event that a point is reached where the<br />
number <strong>of</strong> open regular relief runs, and vacation relief runs equals<br />
the number <strong>of</strong> unsigned operators, these unsigned operators shall<br />
be required to fill the open work.<br />
28.02 After a sign-up has gone into effect, if it appears that the schedule on any<br />
route is not satisfactory, or a change in route is made which materially<br />
alters the conditions <strong>of</strong> service, new runs will be created and cut as close<br />
to the previous runs as possible. The runs will be assigned by the <strong>City</strong><br />
(HSR) as close as possible to the run previously signed by the Operator.<br />
Any Operator affected will be paid the greater <strong>of</strong> the run value <strong>of</strong> the two.<br />
The reassignment must include at least the same number <strong>of</strong> Operators.<br />
28.03 An operator may not be permitted to sign on a run involving a type <strong>of</strong><br />
vehicle for which he is not trained unless he has signified his intention in<br />
writing to the Director <strong>of</strong> Operations at least sixty (60) days in advance<br />
and has subsequently completed the required course <strong>of</strong> instruction.<br />
ARTICLE 29- SPECIAL HOLIDAY ASSIGNMENT BOARD<br />
29.01 The <strong>City</strong> (HSR) agrees to post a notice nine (9) weeks prior to Christmas<br />
Day, Boxing Day and New Year's Day and seven (7) weeks prior to any<br />
other holiday for which a special selection is held announcing that there<br />
will be a Special Holiday Assignment Board in effect on the day in<br />
question or any other day affected by said holiday. All operators will be<br />
allowed seven (7) working days to submit a request to work the holiday in<br />
person to Manager <strong>of</strong> Operations' <strong>of</strong>fice, after which, should there not be a<br />
sufficient number <strong>of</strong> men to cover all runs, the Manager <strong>of</strong> Operations (or<br />
designate) will complete the seniority list from the bottom <strong>of</strong> the seniority<br />
list up. The Assignment Board and Seniority List will then be presented to<br />
the Executive Committee <strong>of</strong> the <strong>Union</strong> who will proceed under the<br />
conditions prescribed in Section 28.01. The sign-up, as signed for, shall<br />
become binding on all concerned and be returned to the Manager <strong>of</strong><br />
Operations (or designate).<br />
ARTICLE 30- ADEQUATE SPARE LIST<br />
30.01 The <strong>City</strong> (HSR) shall endeavor to provide an adequate spare list, and no<br />
regular operator shall be required to do extra work before or after<br />
completing his run, except in cases <strong>of</strong> emergency, or when no spare<br />
operator is available; and in no case shall a regular operator be required<br />
to work more than one (1) trip or one (1) hour, whichever is the maximum,<br />
after he has notified the <strong>of</strong>fice <strong>of</strong> the absence <strong>of</strong> a relief operator. On the<br />
