that containing the potential growth in noise nuisance affecting individuals is a priority. Having regard to<br />

the need to work minerals some noise has to be accepted where appropriate to the area, but such noise<br />

should not be accepted where it would be intrusive over a lengthy period and would interfere with the<br />

reasonable use of premises requiring doors and windows staying closed over excessive periods.<br />

13.45 Policy MIN23 is intended to set control levels which reflect advice given in MPG 11 but these<br />

may need to be adjusted where specific problems are identified. Although based on maintaining reasonable<br />

freedom from intrusion when doors and windows are closed this is intended to reflect the transitory nature<br />

of most operations and the policy represents the comparatively short-term 'worst case'; further<br />

consideration would need to be given to appropriate levels where longer-term operations may otherwise<br />

unreasonably restrict the use of gardens, playing fields or other open areas. Operators will need to pay<br />

particular attention to the phasing and timing of operations. It is not the aim of the policy to establish<br />

'normal' operating hours for sites; these will be established according to local circumstances.<br />

MIN23 SCHEMES FOR MINERAL EXTRACTION, MINERAL PROCESSING, LANDFILL,<br />

WASTE HANDLING OR TREATMENT MUST DEMONSTRATE AT ALL ADJACENT NOISE<br />

SENSITIVE LOCATIONS THAT:<br />

(i)<br />

(ii)<br />

THE IMPACT OF NOISE IS MITIGATED TO THE SATISFACTION OF THE<br />

MINERALS <strong>PLAN</strong>NING AUTHORITY HAVING REGARD TO THE NOISE LIMITS<br />

SPECIFIED IN MPG11 AND LOCAL CIRCUMSTANCES; AND<br />

ANY PERMITTED OPERATIONS WILL BE SUBJECT TO AN INDEPENDENT NOISE<br />

MONITORING AND CONTROL SCHEME THROUGHOUT THEIR DURATION, AND<br />

THE RESULTS SUBMITTED TO THE LOCAL <strong>PLAN</strong>NING AUTHORITY.<br />

WHERE APPROPRIATE THE MINERALS <strong>PLAN</strong>NING AUTHORITY WILL SEEK AN<br />

AGREEMENT TO ACHIEVE THE AIMS OF THE POLICY.<br />

13.46 Monitoring will normally be on a representative basis at the most sensitive locations. These may<br />

vary to take account of the phasing and progress of operations, using Type 1 (precision) grade equipment as<br />

defined in BS 5969.<br />

Strategic Movement of Aggregates<br />

13.47 Urban renewal and maintenance of what already exists also requires the consumption of<br />

aggregates. In the longer term locally won sand and gravel supplies will no longer be obtainable from<br />

within the <strong>Borough</strong> and it is consequently necessary to have regard to the increasing need to provide for<br />

'imported' aggregates. Having regard to the very few sites available for bulk transfer facilities and the<br />

difficulties of identifying alternatives the policy will apply to the sites shown on Figure 10 and to any new<br />

proposals emerging which can also satisfy other relevant policies.<br />

MIN24 THE LOCAL <strong>PLAN</strong>NING AUTHORITY WILL SUPPORT IN PRINCIPLE<br />

ENHANCED THROUGHPUT AT EXISTING DEPOTS AND THE PROVISION OF NEW ONES<br />

AS CLOSE AS POSSIBLE TO THE LONG-TERM CENTRES OF DEMAND IN THE<br />

FOLLOWING CIRCUMSTANCES:-<br />

(iii)<br />

WITH SATISFACTORY DIRECT ACCESS TO THE PRIMARY ROAD NETWORK;<br />

WHERE THERE WILL BE NO LOSS OF ENVIRONMENTAL AMENITY,<br />

ESPECIALLY BY EXCESSIVE NOISE, DUST, FUMES OR TRAFFIC;<br />

WHERE VISUAL IMPACT IS MINIMISED AND OVERALL DESIGN IS OF A HIGH<br />

STANDARD.<br />
