will promote its role as the area's principal centre for shopping, employment, community and cultural uses<br />

in accordance with UDP policies and through a regeneration programme which will include:-<br />

enhancing and strengthening its role as a major shopping, commercial and social activity centre<br />

within the <strong>Borough</strong>;<br />

promoting the town centre as an attractive location for investment;<br />

introducing pedestrian improvement schemes in the town centre where practicable;<br />

supporting the provision of community and leisure facilities as appropriate;<br />

improving the built environment by encouraging a high quality of design;<br />

ensuring full public access to the built environment including provision for people with<br />

disabilities;<br />

carrying out environmental improvements to the town centre, including planting and<br />

landscaping in key areas;<br />

improving canalside amenity and access to it.<br />

To assist in meeting these objectives, the Local Planning Authority will seek the provision of rear servicing<br />

where appropriate. It will also undertake further studies of the town centre and will bring forward specific<br />

proposals as supplementary planning guidance.<br />

PR3 THE LOCAL <strong>PLAN</strong>NING AUTHORITY WILL SEEK THE PROVISION OF REAR<br />

SERVICING TO PROPERTIES NOS. 111-163 HIGH STREET, YIEWSLEY IN ASSOCIATION<br />

WITH PROPOSALS FOR RE<strong>DEVELOPMENT</strong>.<br />

Thorn EMI Complex, Blyth Road, Hayes<br />

15.17 The Thorn EMI Complex comprises approximately 6 hectares of designated IBA land bordered by<br />

Blyth Road to the north, the main Paddington to Bristol railway line to the south and Dawley Road to the<br />

west. It is a self-contained site with six inter-war industrial used in the past for electrical engineering for<br />

the audio and defence industries. The majority of the site lies within a Conservation Area. Although it lies<br />

close to Hayes Station, vehicular access to the site is poor. Most of the occupiers left some time ago and<br />

the remaining tenants are relocating, some locally, to more appropriate modern manufacturing premises.<br />

The site is one of several targeted for regeneration in the Hayes/West Drayton Corridor and the owners<br />

Thorn EMI, in partnership with the Council and others, are committed to this within the seven year SRB<br />

programme. The site also has the advantage of being in close proximity to the bus and rail interchange at<br />

Hayes Station and other facilities within Hayes town centre. Accordingly the Local Planning Authority<br />

will encourage proposals which minimise the need to travel by car by incorporating further improvements<br />

to the public transport network and infrastructure. Any proposal for development should consider the site<br />

comprehensively and optimise its employment generating potential whilst noting its designation as a<br />

Conservation Area. A planning brief has been prepared for this site as supplementary planning guidance.<br />

PR4 THE <strong>DEVELOPMENT</strong> OF LAND AND/OR REFURBISHMENT OF BUILDINGS<br />

WITHIN THE SITE AT BLYTH ROAD, HAYES AS IDENTIFIED ON THE PROPOSAL MAP<br />

SHALL BE FOR EMPLOYMENT GENERATING USES COMPRISING BUSINESS (B1),<br />

INDUSTRIAL (B2) AND HIGH DENSITY WAREHOUSING (B8) USES ONLY. THE<br />

FOLLOWING CONSIDERATIONS WILL BE TAKEN INTO ACCOUNT:-<br />

THE NEED FOR <strong>PLAN</strong>NED COMPREHENSIVE TREATMENT OF THE WHOLE<br />

SITE WITH PROPER PHASING HAVING REGARD TO ANY SUPPLEMENTARY<br />

<strong>PLAN</strong>NING GUIDANCE PUBLISHED BY THE LOCAL <strong>PLAN</strong>NING AUTHORITY;<br />

<strong>London</strong> <strong>Borough</strong> of Hillingdon Unitary Development Plan
