2.7 Over the last few years Central Government Policy Guidance has become focused on sustainable<br />

development (DOE "Sustainable Development : The UK Strategy" (1994) and both LPAC's 1994 Strategic<br />

Planning Advice (Para 1.10) and Strategic Planning Guidance for <strong>London</strong> Planning Authorities (RPG3<br />

1996) identify sustainable development as a key objective for <strong>London</strong>.<br />

2.8 Strategic Planning Guidance for <strong>London</strong> was issued in July 1989 and was subsequently<br />

published as Regional Planning Guidance Note (RPG3). Its objectives are to:<br />

- foster economic growth;<br />

- revitalise the older urban areas;<br />

- facilitate the development of transport systems which<br />

are safe, efficient and have proper respect for the<br />

environment;<br />

- sustain and improve the amenity of residential districts;<br />

- allow for a wide range of housing provision; and<br />

- give high priority to the environment, maintain the<br />

Green Belt and Metropolitan Open Land, preserve fine<br />

views, conservation areas, surrounding countryside and<br />

the natural heritage.<br />

Specific reference to Strategic Planning Guidance for <strong>London</strong> in both this chapter and in the<br />

more detailed chapters which follow are given as ‘SPG, para. no.’.<br />

Regional Guidance<br />

2.9 Strategic Planning Guidance notes that planning issues affecting <strong>London</strong> should not be viewed<br />

in isolation from those applying to the larger region in which it is set (SPG, para 11). The capital has a<br />

complex relationship with surrounding counties which bears upon matters such as housing provision,<br />

employment-generating development, and transport systems. Issues of this kind are addressed by the local<br />

planning authorities of <strong>London</strong> and the South East, acting jointly through the Standing Conference On<br />

<strong>London</strong> South East Regional Planning (SER<strong>PLAN</strong>), and in Regional Guidance issued by the Secretary of<br />

State (PPG9). The Regional Guidance is particularly relevant to Hillingdon, which adjoins the counties of<br />

Hertfordshire, Buckinghamshire, Berkshire and Surrey, as shown on the key diagram included in this<br />

Chapter (Fig 2). SER<strong>PLAN</strong> has recently revised regional planning guidance in a Regional Statement 'A<br />

New Strategy for the South East' (October 1996).<br />

Strategic Advice<br />

2.10 Where appropriate, the Council has also taken into account Strategic Advice prepared by the<br />

<strong>London</strong> Planning Advisory Committee (LPAC), one of whose functions is to advise the Secretary of State<br />

on matters to be included in Strategic Planning Guidance. Revised Advice, which was agreed by all<br />

<strong>London</strong> <strong>Borough</strong>s, was published in February 1994 and contains a fourfold vision for <strong>London</strong> as follows:<br />

- <strong>London</strong> as a city with a strong economy, extending its<br />

role as a Capital and world city;<br />

- <strong>London</strong> as a city with a good quality of life with safe and<br />

healthy communities and a high quality of both green<br />

and built environment;<br />

- <strong>London</strong> should be a city which strives to be<br />

environmentally sustainable;<br />

- <strong>London</strong> should be a city which strives to ensure equitable<br />

access for its people to homes, work, leisure and<br />

recreation, infrastructure and transport facilities, health,<br />

education and training.<br />
